    Extensive Revisions Demanded for Canal Street Development

    Developers proposed to demolish five heavily altered 19th-century structures to make way for a new 8-story-plus-penthouse residential building with retail base. On June 6, 2017, Landmarks considered an application to redevelop five lots at 312 through 322 Canal Street in the Tribeca East Historic District. The five buildings were originally constructed in the 1820s, at two-and-a-half stories, but saw repeated additions, reductions and alterations throughout the 19th and 20th centuries, and currently stand at two stories. Little, if any, original historic fabric remains on the buildings’ exteriors. The site is located mid-block, near where Mercer Street intersects with Canal Street. (read more…)

    City Council Subcommittee and Land Use Committee Vote to Approve the Rezoning of Water Street’s Privately Owned Public Space With Modifications

    The modified version requires a full public review process in order to infill the largest arcades covered by the proposed zoning text amendment. On June 15, 2016, the City Council Committee on Land Use voted unanimously to approve a modified version of an application submitted by the Alliance for Downtown New York, the NYC Economic Development Corporation, and the Department of City Planning to rezone the privately owned public space—colloquially known as “POPS”—on and surrounding Water Street, located on the east side of lower Manhattan. The modified proposal requires the Alliance for Downtown New York to commit to providing programming on the public plazas, re-instates public review as a requirement to infill the larger buildings affected by the rezoning, and places further restrictions on the infill of the arcades.

    City Council Subcommittee Hears Testimony on the Rezoning of Water Street’s Privately Owned Public Space

    Council Members voiced concerns over the proposal’s provisions stripping the City Council of its review over future applications brought pursuant to the proposal. On May 4, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on an application submitted by the Alliance for Downtown New York, the NYC Economic Development Corporation, and the Department of City Planning to amend the zoning text controlling the Water Street corridor in lower Manhattan.     City Planning Commission Hears Testimony on the Rezoning of Water Street’s Privately Owned Public Space

    The proposed zoning text amendment would facilitate the replacement of sheltered outdoor space with commercial storefronts. On March 30th, 2016, the City Planning Commission held a public hearing on an application submitted by the Alliance for Downtown New York, the NYC Economic Development Corporation, and the Department of City Planning to amend the zoning text regulating Manhattan Community District 1’s Special Lower Manhattan District, which includes property sites located within the area bounded by Pearl Street and South William Street to the west, South Street to the east, Fulton Street to the north, and Whitehall Street to the south.  The rezoning seeks to activate the neighborhood by filling empty, outdoor space with retail units.

    Mayor Bill de Blasio Announces New Crane Safety Plan, Effective Immediately

    New plan subjects crane operators to additional safety regulations and increased fines for non-compliance.  On February 7, 2016, Mayor Bill de Blasio announced a four-prong safety plan to be taken by large crane operators.  The new set of safety measures arose in response to a fatal crane collapse incident, which occurred on February 5, 2016 in the TriBeCa neighborhood of Manhattan.

    Work Associated with Residential Conversion of 1 Wall Street Approved

    Robert A. M. Sterne-designed project would see the addition of several stories to an un-designated annex, and the creation of two additional window bays on south facade, among other work. On January 19, 2016, the Landmarks Preservation Commission considered a proposal for alterations to the individually landmarked 1 Wall Street Building. The 1931, 50-story, Art Deco skyscraper in Lower Manhattan was built as an office tower by the Irving Trust Company to designs by architect Ralph Walker. An annex to the building was constructed in the 1960s, and is not part of the landmarked site. The current owners, Macklowe Properties, intend to convert the building to residential use, with ground-floor retail. (read more…)
