UPDATE: On November 29, 2016, the City Council voted 49-0 to approve the Lexington Gardens II project. The approval will allow Tahl Propp Equities and L+M Development Partners to proceed with the proposed development which will provide 400 new affordable units. One quarter of the affordable units will be permanently affordable under the Mandatory Inclusionary Housing law, and the remainder will be affordable for 40 years under a regulatory agreement with the Department of Housing Preservation and Development. “The Lexington Gardens development will advance the goals of the East Harlem Neighborhood Plan by making sure that hundreds of existing local community members can benefit from affordable units,” said City Council Speaker Melissa Mark-Viverito in a statement. The proposed rezoning would permit the development of four mixed-use buildings and one commercial building across the street from Pier 40. On August 24, 2016, the City Planning Commission held a public hearing on an application for a zoning text amendment, a zoning map change, four special permits, three authorizations, and one chairperson certification to facilitate the redevelopment of the commercial building at 550 Washington Street, in Manhattan’s Greenwich Village. The project would create three separate city blocks for the five proposed buildings. There would be two buildings each in the northern and central blocks, all being mixed-use, and the fifth building would cover the entire southern lot and remain zoned for office or hotel space. The proposed amendment would remove Brooklyn Community District 10 from applicability under Section 73-622, which the community board argues has not been used in line with its intended purpose. On August 24, 2016, the City Planning Commission held a public hearing on an application to amend the New York City zoning text relating to special permits issued by the Board of Standards and Appeals. These special permits allow property owners in R2 zoning districts to enlarge family residences beyond what is otherwise prohibited by the Zoning Resolution. Currently, Section 73-622 only applies to four of the fifty-nine Community Districts in New York City. (read more…)

The proposed zoning text amendment would facilitate the replacement of sheltered outdoor space with commercial storefronts. On March 30th, 2016, the City Planning Commission held a public hearing on an application submitted by the Alliance for Downtown New York, the NYC Economic Development Corporation, and the Department of City Planning to amend the zoning text regulating Manhattan Community District 1’s Special Lower Manhattan District, which includes property sites located within the area bounded by Pearl Street and South William Street to the west, South Street to the east, Fulton Street to the north, and Whitehall Street to the south. The rezoning seeks to activate the neighborhood by filling empty, outdoor space with retail units.
