    New York City Green Roof Laws Take Effect

    Green Roofs and Solar Roof Systems should help buildings throughout the city maintain appropriate temperatures while cutting down on energy costs and emissions. On November 15, 2019, the Department of Buildings announced the effectiveness of Local Laws 92 and 94 of 2019. Local Law 92 (Intro 0276) was originally introduced by Council Member Donovan J. Richards on January 31, 2018 and Local Law 94 (Intro 1032) was introduced by Council Member Rafael L. Espinal, Jr. on July 7, 2018.  The bills were approved by City Council on April 18, 2019, adopted by the administration on May 19, 2019 and returned unsigned by the Mayor the next day. These bills were introduced to provide buildings with insulation and combat heat island effect. Heat island effect has been tied to increased energy demand, air conditioning costs, air pollution, greenhouse gas emissions, heat-related illness and deaths.

    Council Member Richards makes sure developers keep promises. On October 3, 2019, City Council’s Subcommittee on Zoning and Franchises held a public hearing on Rockaway Limited Partnership’s application to redevelop the former Peninsula Hospital site into “Edgemere Commons.” The proposed development is located in Far Rockaway Queens, north of Rockaway Beach Boulevard, south of Beach Channel Drive east of Beach 53rd Street and west of Beach 50th Street.

    Council Speaker Candidates Remark on Goals to Bring “Good Government” to the City Council

    The Speaker panel covered the issue of bringing transparency, accountability, and reform to the New York City Council. On November 21, 2017, Citizens Union held a public forum on good government with the candidates running to be the next City Council Speaker. The candidates on the panel were Council Members Robert E. Cornegy Jr., Corey Johnson, Mark Levine, Donovan Richards, Ydanis Rodriguez, Jimmy Van Bramer and Jumaane D. Williams. Council Member Ritchie Torres was also invited to the panel but could not attend due to a prior engagement in his district. The forum was held at New York Law School and was moderated by Ben Max, the Editor in Chief of the Gotham Gazette. President and Dean of New York Law School and Citizen Union Board Member, Anthony Crowell, opened the panel with remarks on the importance of the position of Speaker and the influence it can bring to shaping good government.

    City Council Approves Downtown Far Rockaway Rezoning

    City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years.     Council Members Raise Concerns of Climate Change and Government Takings at East Shore Rezoning Hearing

    The proposed rezoning is intended to address high flood vulnerabilities on the East Shore by limiting future developments to low density buildings.  On September 5, 2017, the City Council’s Subcommittee held a hearing and voted 4-0 to approve the City Planning Department’s application to create a special zoning district on the coastal areas of Staten Island. The zoning map amendment and zoning text amendments would cover portions of the Oakwood Beach, Graham Beach, and Ocean Breeze neighborhoods. The rezoning would limit future development in these highly flood vulnerable areas. The proposal area matches the State’s designated area for its Buyout Program.     Downtown Far Rockaway Development Plan Clears City Planning

    The City Planning Commission approved the 22-block development plan for the Far Rockaway neighborhood in Queens. On July 10, 2017, the City Planning Commission approved an application by the New York City Economic Development Corporation for the Downtown Far Rockaway Development Plan. The Development Plan includes the designation of the Downtown Far Rockaway Urban Renewal Area, the disposition of city-owned property, and zoning text and map amendments. The community planning process was led by Council Member Donovan Richards. Currently, $110 million of public investments are transforming Downtown Far Rockaway with streetscape reconstruction, sewer upgrades, park improvements, storefront improvement, and library upgrades.
