    Council Member Antonio Reynoso at the Committee Hearing

    Open Restaurants Plan intended for Phase 2 start. On June 4, 2020, New York City Mayor Bill de Blasio announced the Open Restaurants seating program and the Council Committee on Consumer Affairs and Business Licensing held the public hearing on Intro 1957, a bill that would create the temporary outdoor dining space. The bill is sponsored by Council Member Antonio Reynoso and was introduced at the May 28th, 2020 Stated Meeting.

    Council Passes Legislation to Protect Not-For-Profits from Tax Lien Sales

    Council backs not-for-profit sector with new legislation. On March 29, 2020, Local Law 42 of 2020 was adopted by the City without the Mayor signing it following unanimous City Council approval.  Local Law 42 was originally introduced as Int. No 245-of 2018 by Council Member Antonio Reynoso and was later amended twice. The new law creates an exemption for City tax lien sales of properties owned by not-for-profit organizations. The law also creates a not-for-profit ombudsperson within the City’s Department of Finance.

    Workforce Housing Scrapped From Proposed Astoria Development

    City Council Subcommittee announces modification to Mega LLC’s proposed development. On January 30, 2020 the City Council Subcommittee on Zoning and Franchises approved Mega LLC’s ULURP application to rezone Block 769 in Astoria, Queens with a modification to the Mandatory Inclusionary Housing component. The rezoning would help facilitate the construction of an 8-story, mixed-use development. Block 769 in Queens is bounded by Ditmars Avenue to the north, 23rd Avenue to the south, 46th street to the east and 45th street to the west.  The subcommittee held a public hearing on the application on January 14, 2020 and City Planning approved this application on January 8, 2020.     [UPDATE]: Council Approves Harlem Church Redevelopment with Modifications

    Council makes modifications to include only MIH Option One and a partnership with JOENYC to fund repairs and renovations for existing affordable units in La Hermosa’s district. On December 19, 2019, the City Council voted to approve a land use application that will facilitate the construction of a new 30-story mixed-use residential and community facility building. The new building will replace the existing three-story La Hermosa Church building at 5 West 110th Street in Harlem, Manhattan. The Council voted on the application with modifications made at the December 3 Zoning and Franchises Subcommittee vote.

    Council Passes Streets Master Plan

    The Speaker’s bill looks to change the way the entire city shares the streets. On October 30, 2019, the City Council approved Intro 1557-A, a five-year comprehensive plan for city streets, sidewalks and pedestrian spaces. The bill was approved by a vote of 35 in favor to 9 opposed with two abstentions. The bill was first introduced by Speaker Corey Johnson on May 29, 2019, heard by the Committee on Transportation on June 12, 2019, and later amended and approved by the Committee on October 29, 2019.

On August 20, 2019, New York City Economic Development Corporation (NYCEDC), Council Member Antonio Reynoso and Brooklyn Borough President Eric L.
