    Mayor Announces ULURP Restart

    NYC Engage announced with ULURP restart. On July 15, 2020, New York City Mayor Bill de Blasio announced that the City Planning Commission will start holding remote hearings, beginning with an August 3, 2020 Review Session and a public meeting on August 5, 2020. The Mayor also announced the launch of “NYC Engage,” a new online portal intended to facilitate public engagement during the remote public hearings. The last time that the City Planning Commissioned convened was during a March 2, 2020 review session.

    New York City Council Approves Two Bills Limiting Third-Party Delivery Service Fees

    Council Bills intended to support the restaurant industry and small business. On May 13, 2020 the New York City Council voted to approve two bills intended to restrict the amount of fees third-party delivery services can charge restaurants during the COVID-19 pandemic and restaurant closures. Intro 1898-A, which essentially prevents fees to restaurants when no actual transaction results, was approved with 47 votes in the affirmative and three votes in the negative. Intro 1908-B, which restricts third-party food delivery service fees to a maximum 15 percent per order, was approved by a vote of 46 votes in the affirmative and 4 votes in the negative.

    Council Subcommittee Approves Eight-Story Mixed-Use Building in Sunnyside

    The new development would be located near the 7 line and many bus stops. On March 13, 2020, the City Council Subcommittee on Zoning and Franchises approved an application to rezone part of 52nd Street in Sunnyside, Queens. The rezoning will affect the east side of 52nd Street, bounded by Roosevelt Avenue to the north and Queens Boulevard to the south. The street would be rezoned from a low-density residential zoning district that allows three-story buildings to a medium-density residential zoning district that allows eight-story buildings. The rezoning would facilitate the construction of a new eight-story mixed-use building located mid-block between 43-09 and 43-25 52nd Street.     Lenox Terrace Receives Resounding “No” from Council Subcommittee

    Modifications leave community and Council Member Perkins still unconvinced. On February 26, 2020, the City Council Subcommittee on Zoning and Franchises voted to disapprove an application by the Olnick Organization to rezone and redevelop a superblock in the Harlem neighborhood of Manhattan, containing the Lenox Terrace apartments. The 12 acre superblock is located between 135th Street to the north, 132nd street to the south, 5th Avenue to the east, and Malcom X Boulevard to the west.     Council Subcommittee Holds Hearing on Grand Ave and Pacific St Rezoning

    Council Member Cumbo applauds Community Board for involvement in zoning process. On February 12, 2020, the City Council Subcommittee on Zoning and Franchises held a public hearing on EMP Capital Group’s rezoning on the northeast and southeast corners of Grand Ave and Pacific Street in Crown Heights, Brooklyn. The rezoning would facilitate the construction of a nine-story mixed use development on the northeast corner at 979-985 Pacific Street.     Workforce Housing Scrapped From Proposed Astoria Development

    City Council Subcommittee announces modification to Mega LLC’s proposed development. On January 30, 2020 the City Council Subcommittee on Zoning and Franchises approved Mega LLC’s ULURP application to rezone Block 769 in Astoria, Queens with a modification to the Mandatory Inclusionary Housing component. The rezoning would help facilitate the construction of an 8-story, mixed-use development. Block 769 in Queens is bounded by Ditmars Avenue to the north, 23rd Avenue to the south, 46th street to the east and 45th street to the west.  The subcommittee held a public hearing on the application on January 14, 2020 and City Planning approved this application on January 8, 2020.
