    City Planning Holds Hearing on Transfer of Development Rights from Landmarked East Village Building

    Community questions benefits received and context of development. On March 4, 2020, the City Planning Commission heard an application by Real Estate Equities Corporation for a special permit to transfer development rights from a landmarked site and construct a ten-story commercial building in the East Village neighborhood of Manhattan. The development site is located at 3 St. Marks Place, on the northeast corner of Third Avenue and St. Marks Place and is currently vacant. The special permit would transfer approximately 8,336 gross feet of floor area from the landmarked “Hamilton-Holly House,” across the street at 4 St. Marks Place.

    City Planning Hears Application to Redevelop Lenox Terrace

    Public appears at public hearing in strong opposition of the proposed redevelopment of Lenox Terrace. On December 18, 2019, the City Planning Commission heard an application by the Olnick Organization to re-zone and re-develop Lenox Terrace. Lenox Terrace is an existing residential development on a twelve acre superblock in the Harlem neighborhood of Manhattan. The block is situated between 135th Street to the north, 132nd Street to the south, 5th Avenue to the east and Malcom X Boulevard to the west. Presenting for the applicants were Ethan Goodman and Elizabeth Bennet of Fox Rothschild LLP and Christopher K. Grabé from Davis Brody Bond.

    City Planning Approves Application for Development on Former Peninsula Hospital Site

    Edgemere Commons receives mixed reaction from the Rockaway community. On September 25, 2019, City Planning unanimously approved the Rockaway Limited Partnership’s application to redevelop an existing superblock in the Edgemere neighborhood of Far Rockaway, Queens.  The site, which formerly housed Peninsula Hospital, is a paved over, impermeable surface lot located north of Rockaway Beach Boulevard, south of Beach Channel Drive east of Beach 53rd Street and west of Beach 50th Street. The development is currently referred to as “Edgemere Commons.”

    City Planning Hears Plans for New Building on Astoria Boulevard

    On January 3rd, 2018, City Planning held a public hearing for the zoning map and zoning text amendment at 35-10 Astoria Boulevard in Queens. The proposed rezoning would facilitate a new seven-story mixed-use building. The ground floor will be used for commercial purposes and other floors will contain 35 dwelling units with 11 of the units as permanently affordable. (read more…)

    Increased Contributions to the Theater Subdistrict Fund Considered [UPDATE: CPC Approves Measure]

    Contributions from transfers of development rights by theaters in the district would be increased four fold—from $17.60 per square foot to 20 percent of the sales price. On September 7, 2016, the City Planning Commission held a public hearing on a proposed amendment to the City’s Zoning Resolution that would solidify the contribution rate to the Theater Subdistrict Fund related to the transfer of development rights from 46 listed theaters in Manhattan’s Theater Subdistrict. Currently, a transfer of development rights from an enumerated theater requires a contribution to the Theater Subdistrict Fund of $17.60 per square foot transferred. City Planning’s proposed amendment would change the contribution rate to a set 20 percent of the sales price and would establish a floor price for transfers as a basis for a minimum contribution. Additionally, the amendment would change the certification requirement of the special permit from approval by the City Planning Commission to only the Chairperson.     City Planning Commission Holds Hearing on St. John Terminal Rezoning [UPDATE: City Planning Approves Application]

    The proposed rezoning would permit the development of four mixed-use buildings and one commercial building across the street from Pier 40. On August 24, 2016, the City Planning Commission held a public hearing on an application for a zoning text amendment, a zoning map change, four special permits, three authorizations, and one chairperson certification to facilitate the redevelopment of the commercial building at 550 Washington Street, in Manhattan’s Greenwich Village. The project would create three separate city blocks for the five proposed buildings. There would be two buildings each in the northern and central blocks, all being mixed-use, and the fifth building would cover the entire southern lot and remain zoned for office or hotel space.
