    City Council Appoints New Leadership to Committee on Land Use

    The New Year brought new leadership to City Council committees and subcommittees. On January 11, 2018, new City Council Speaker Corey Johnson, announced the New York City Council committee chairs and leadership. City Council has 35 standing committees, which including the Committee on Land Use and Committee on Housing and Buildings.

    City Council Approves Downtown Far Rockaway Rezoning

    City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years.     Council Subcommittee Hears Testimony on One Vanderbilt

    Representatives of the project and the Department of City Planning spoke during a four-hour hearing.  On April 13, 2015 the City Council Subcommittee on Zoning and Franchises held a public hearing on One Vanderbilt, a proposed 1,450-foot commercial tower in East Midtown, as well as an accompanying proposal to rezone five blocks of Vanderbilt Avenue to create the Vanderbilt Corridor.  The building will be located adjacent to Grand Central Terminal, bounded by East 42nd Street to the south, East 43rd Street to the north, Madison Avenue to the west, and Vanderbilt Avenue to the east.  The rezoning intends to facilitate commercial development on the west side of Vanderbilt Avenue between East 42nd and East 47th Streets, and designate Vanderbilt Avenue between East 42nd and East 43rd Streets as a public pedestrian space.  As a part of the overall proposal, project applicant SL Green will invest $210 million in transit and infrastructure improvements to Grand Central.

    Zoning Subcommittee Hears Proposal for New Through-Block Residential Building

    The fifteen-story building would be built over an open rail cut in the Special Clinton District.  On March 24, 2015, the City Council Subcommittee on Zoning and Franchises heard a proposal by 1818 Nadlan LLC to construct a new fifteen-story residential building at 505 West 43rd Street in the Special Clinton District of Hell’s Kitchen, Manhattan.  The proposed building would consist of two segments, one fronting on West 43rd Street and the other fronting on West 44th Street, containing a total of 105 condominium units.  Eight of the units are designated affordable, and a twenty-three space accessory parking garage is also available.  The proposal requests a special permit to construct over a rail line and waivers of the height, setback, rear yard obstruction, and street line planter requirements.

    Council Subcommittee Approves Flushing Mixed-Use Building

    Proposal praised as valuable for Flushing’s commercial growth.  On March 24, 2015 the City Council Subcommittee on Zoning and Franchises voted to approve a zoning map amendment facilitation construction of an eleven-story mixed-use building at 137-61 Northern Boulevard in Flushing, Queens.  The proposal was recently approved by the City Planning Commission, and would offer commercial retail, residential, hotel, community facility, and parking space.

    Zoning Subcommittee Approves Partial Rezoning of Fort Hamilton Parkway

    Applicant seeks to build a six-story community facility for women’s health.  On February 24, 2015 the City Council Subcommittee on Zoning and Franchises approved an application by Fort Hamilton, LLC to rezone the north side of Fort Hamilton Parkway between 53rd Street and 55th Street in Borough Park, Brooklyn. The application rezones the area from its current R5 to an R6 district with a C1-3 overlay, and is intended to facilitate construction of a six-story women’s wellness center with partial ground floor retail. The application was approved by the City Planning Commission on January 7, 2015, following approvals from Brooklyn Community Board 12 and Brooklyn Borough President Eric Adams.
