    Council Enacts Additional Laws Related to Cooling Tower Enforcement

    The additional bills should help the public and City administration react in the fight against Legionnaire’s disease. On March 28, 2019, the City Council approved Int. No 1158, 1149-B, 1164-A and 1166-A, a package of bills regarding the maintenance and inspection of cooling towers. The bills assist in the implementation and enforcement of Local Law 77 of 2015, which was enacted in response to an outbreak of Legionnaire’s disease. The bills respectively address public information availability, electronic reminders for inspection and certification, annual reporting and future assessments of cooling towers.

    Council in Agreement to Close Rikers, Questions Remain on Borough Based Jail Solution

    Council received extensive testimony and differing perspectives on Borough Based Jails. On September 5, 2019, City Council’s Subcommittee on Landmarks, Public Siting and Maritime Uses held a public hearing regarding the City’s application to close Rikers Island and create a Borough Based Jail System. The proposed sites are 124-125 White Street in Manhattan, 745 East 141St Street in the Bronx, 126-02 82nd Avenue in Queens and at 275 Atlantic Avenue in Brooklyn.

    City Planning Creates Online Platform for Zoning Resolution

    The City’s zoning laws are now instantly accessible to New Yorkers. On February 6, 2019, Department of City Planning Director Marisa Lago announced the release of the City’s digital Zoning Resolution online platform. The online platform will serve as a green replacement for the 1,570-page physical copy of the Resolution, which will no longer be printed to save money, increase government transparency, and fight climate change. It will also be a more interactive replacement for the static PDFs currently on the City Planning website. The platform will make the City’s Zoning Resolution more accessible for New Yorkers.

    City Council Appoints New Leadership to Committee on Land Use

    The New Year brought new leadership to City Council committees and subcommittees. On January 11, 2018, new City Council Speaker Corey Johnson, announced the New York City Council committee chairs and leadership. City Council has 35 standing committees, which including the Committee on Land Use and Committee on Housing and Buildings.
