Council Bills intended to support the restaurant industry and small business. On May 13, 2020 the New York City Council voted to approve two bills intended to restrict the amount of fees third-party delivery services can charge restaurants during the COVID-19 pandemic and restaurant closures. Intro 1898-A, which essentially prevents fees to restaurants when no actual transaction results, was approved with 47 votes in the affirmative and three votes in the negative. Intro 1908-B, which restricts third-party food delivery service fees to a maximum 15 percent per order, was approved by a vote of 46 votes in the affirmative and 4 votes in the negative.

Subcommittee raised concerns about the aggregate effect the mass development of Downtown Brooklyn will have on school resources. On October 5, 2016, the City Council’s Subcommittee on Zoning and Franchises heard testimony on an application to construct a new 49-story mixed-use building at 141 Willoughby Street in Downtown Brooklyn. The site is a triangular-shaped zoning lot bounded by Flatbush Avenue Extension, Willoughby Street and Gold Street. Currently the space is occupied by a three-story private school, the Institute of Design and Construction, an accessory surface parking lot for 16 vehicles, and a public open space with planting and seating areas. The modified proposal provides for a larger Brooklyn Heights library branch, the construction of a new library branch, STEM education laboratories, and additional monetary incentives. On December 16, 2015, the City Council at its stated meeting voted to approve the Department of Citywide Administrative Services’ and Brooklyn Public Library’s Uniform Land Use Review Procedure application to redevelop the Brooklyn Heights branch of the Brooklyn Public Library. The Council-approved version of the library redevelopment plan modifies the City Planning Commission-approved plan from November 2, 2015. (See previous CityLand coverage here.)

New Yorkers may start using earned leave time next month. On April 25, 2014, the Brooklyn Chamber of Commerce hosted a Paid Sick Leave Forum at the Brooklyn Public Library to help explain the City’s newly implemented Earned Sick Time Act, also known as the Paid Sick Leave Law. The forum focused on helping employers understand their responsibilities under the law and ensuring their compliance with the rules. Representatives from the Mayor’s Office and Department of Consumer Affairs explained the purpose of the law, spoke about the requirements and how it affects employers, and answered questions from the audience. Brooklyn’s growing sector of small food makers has meant more jobs for the local economy over the past few years. As part of this growth, Brooklyn itself has become a brand for artisanal food makers who have set up in small kitchens and incubator spaces across the borough to make their tasty creations.
The Brooklyn “Food Chain” – starting with food manufacturing and wholesale distribution, and including grocery stores, specialty stores, restaurants, and coffee shops – account for 12.5 percent of the borough’s 472,000 private sector jobs. According to the Brooklyn Chamber’s Winter 2012 Brooklyn Labor Market Review, food accounts for one out of six of the 49,000 businesses in Brooklyn — with nearly 59,000 people employed by 7,800 businesses.

Work space, affordable insurance, and information access among chief concerns of small Brooklyn food and beverage manufacturers. On February 26, 2013, the Brooklyn Chamber of Commerce and Council Member Stephen Levin hosted an event for local food and beverage manufacturing businesses at the Wythe Hotel in Williamsburg, Brooklyn. The organizers sought to give Brooklyn entrepreneurs a chance to raise issues related to starting and growing a successful food-based small business. Organizers hoped to take the ideas generated from the event and help make Brooklyn a top food manufacturing industry location. Over 70 attendees participated in the event, which also provided small businesses an opportunity to network and showcase their products. Attendees sat at 10-person tables and were encouraged to talk through the common pitfalls and problems of starting and maintaining a food manufacturing business in Brooklyn, as well as brainstorm solutions. Attendees were instructed to present the highlights of the small group sessions with the rest of the room at the end of the meeting.
Attendees represented a wide variety of experience and products, such as Salty Road, a salt water taffy maker; The Brooklyn Kitchen, a Williamsburg kitchen supply store and educational facility; Industry City Distillery, a Sunset Park vodka distillery; and the Coalition for the Improvement of Bedford-Stuyvesant, an organization focused on the economic and social advancement of the Bed-Stuy community.
