Attorney for owner threatened to seek demolition through a hardship application should landmarks designate the property and not permit a visible addition. At its meeting on October 17, 2017, the Landmarks Preservation Commission held a hearing on the possible individual landmarks designation of two twin adjoining buildings at 827 and 831 Broadway. Completed in 1867, the buildings were designed by architect Griffith Thomas for tobacco-company heir Pierre Lorillard in an Italian palazzi-inspired design. Built in marble with cast-iron piers and columns, the buildings represent a transitional period in Griffith’s career, before he fully embraced the use of cast iron. (read more…)

Attorney General Schneiderman announces new legislation to crack down on rent regulated tenant harassment. On May 24, 2017, New York State Attorney General Eric. T. Schneiderman introduced the Tenant Protection Act of 2017. The new legislation is aimed at providing a criminal crack down landlords who harass their tenants. The legislation will be sponsored by Senator Liz Krueger and Assembly Member Joseph Lentol, and is another step in the Attorney General’s work regarding this topic. (read more…)
Court found that DOB letter of objection exception to the Multiple Dwelling law was no longer valid. On March 17, 2016, New York Appellate Court reversed a Lower Court’s Decision and thus denying Grand Imperial LLC’s Petition for a Letter of No Objection to rent its property for shorter than the legally required time period. Grand Imperial LLC owns a Single-Room Occupancy building, located at 307 West 79th Street on Manhattan’s Upper West Side, with predominantly affordable housing units. (read more…)

Elected officials and affordable housing activists unite at State capitol in support of the legislation. On February 24, 2016, 300 members and supporters of the Share Better coalition rallied at the State capitol in support of Assembly Bill A08704, which would ban most online listings advertising rental apartments for less than thirty days per renter. Bill A08704 was proposed to the State Assembly approximately one month after a report was released to the public that tends to show Airbnb released its site data to the public only after purging its site of more than 1,000 illegal temporary rental listings. The rally was held on the same day Airbnb issued a letter to the State legislature to reassure Assembly Members and Senators of the company’s commitment to working with the City in creating fair rules for operating the home-sharing network.

The proposal would protect neighborhood aesthetics with height caps on new developments and provide additional benefits to affected communities. On January 21, 2016, the Department of City Planning received a zoning proposal from the East River Fifties Alliance, a neighborhood coalition led by City Council members Ben Kallos and Daniel Garodnick, which is the most comprehensive residential re-zoning proposal to ever be submitted by a community group. The proposal seeks to safeguard the Upper East Side neighborhood of Manhattan from the construction of skyscrapers. Council members Kallos and Garodnick, Manhattan Borough President Gale Brewer, and New York State Senator Liz Krueger are also co-applicants on the proposal, which can be found here.

The proposed Business Improvement District would be the 73rd BID established in New York City. On November 6, 2015, City Council member Ben Kallos issued a press release regarding the launch of a push to create a Business Improvement District on East 86th Street in Manhattan. The press release notes that a “District Needs Survey” was mailed out to community businesses, residents, and property owners last week.
