Welcome to CityLand‘s fifth annual top ten stories of the year! We have selected a range of our most popular and prominent stories, and guest commentaries concerning New York City land use in 2016. Our fifth year as an online publication was marked by the fight to pass the Mayor’s Mandatory Inclusionary Housing plan, proposed reforms to the building code to prevent illegal home conversions, and capped by the passage of state laws prohibiting Airbnb advertising in New York City. Court found that DOB letter of objection exception to the Multiple Dwelling law was no longer valid. On March 17, 2016, New York Appellate Court reversed a Lower Court’s Decision and thus denying Grand Imperial LLC’s Petition for a Letter of No Objection to rent its property for shorter than the legally required time period. Grand Imperial LLC owns a Single-Room Occupancy building, located at 307 West 79th Street on Manhattan’s Upper West Side, with predominantly affordable housing units. (read more…)

There are some things you can always count on here in New York: alternate side of the street parking, the subways always running (except when they’re not, like late nights and weekends), the Yankees making the playoffs (except when the Mets do) and landlords and tenants being diametrically opposed. Like Superman and Kryptonite, oil and water, landlords and tenants have always had one thing in common – a mutual distrust of one another.
That is until now. For the first time in my memory, landlords and tenants are on the same side, working together, its mass hysteria. Or perhaps, it’s completely reasonable.
What, you may ask, has brought these sworn enemies together? That answer is simple: Airbnb. Airbnb is the world’s largest online home sharing platform, allowing individuals to rent out their homes to strangers on a short-term basis. (read more…)

Elected officials and affordable housing activists unite at State capitol in support of the legislation. On February 24, 2016, 300 members and supporters of the Share Better coalition rallied at the State capitol in support of Assembly Bill A08704, which would ban most online listings advertising rental apartments for less than thirty days per renter. Bill A08704 was proposed to the State Assembly approximately one month after a report was released to the public that tends to show Airbnb released its site data to the public only after purging its site of more than 1,000 illegal temporary rental listings. The rally was held on the same day Airbnb issued a letter to the State legislature to reassure Assembly Members and Senators of the company’s commitment to working with the City in creating fair rules for operating the home-sharing network.

Thirty-three properties were removed from district between hearing and designation, mostly along Broadway. On June 23, 2015, the Landmarks Preservation Commission voted to designate the Riverside/West End Historic District Extension II. The original Riverside/West End Historic District was designated by Landmarks in 1989, and the first extension was designated in 2012. The designated area stretches between 89th and 109th Streets, and is bounded by Broadway and Riverside Drive to the east and west.

Latest Clinton/Hell’s Kitchen proposal raised concerns about impact on the City’s infrastructure. On April 1, 2014, the City Council Land Use Subcommittee on Zoning and Franchises heard TF Cornerstone’s application to construct a mixed-use building at 606 West 57th Street between Eleventh and Twelfth Avenue in the Clinton/Hell’s Kitchen Neighborhood in Manhattan. The approximately 1.2 million sq. ft. mixed-use development would create approximately 1,027 market-rate rental units and 207 affordable units. The development will also include 42,000 sq. ft. of commercial or community facility floor area, and up to 500 parking spaces. Manhattan Community Board 4 and then Manhattan Borough President Scott Stringer recommended approval of the application in December 2013. The City Planning Commission unanimously approved TF Cornerstone’s application on March 17, 2014. (read more…)
