    Ebenezer Plaza Approved by City Council

    City Council approved the development of Ebenezer Plaza that will bring affordable housing, jobs, and a new church space to Brownsville, Brooklyn. On September 7, 2017, City Council passed two land use actions by a vote of 45-0 to allow for the development of a mixed-used plaza in Brownsville. The actions enact a zoning map amendment that allows mixed-use development, and a zoning text amendment that establishes a Mandatory Inclusionary Housing area. The affected area is located north of Hegeman Avenue between Mother Gaston Boulevard and Powell Street. For CityLand’s prior coverage click here.

    The project came to fruition when the Church of God of East Flatbush partnered with Brisa Builders Corporation, a family-owned and community-oriented developer, to create a mixed-use plaza on some property owned by the Church. Brisa Builders then partnered with Procida Companies to increase the project’s capacity. The new plaza is expected to contain 4 affordable residential buildings on 2 lots, retail space marketed to local community organizations, and new walking space between existing residences and the Brownsville Recreational Center.     City Council Approves Downtown Far Rockaway Rezoning

    City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years.     City Planning Approves Bronx River Rezoning for Affordable Housing

    The City Planning Commission approved the development of a new 13-story building in Bronx River with 220 affordable housing units and retail space. On August 23, 2017, the New York City Planning Commission issued a favorable report on an application from the 1675 JV Associates, LLC for a zoning map and text amendment. The zoning map amendment will change the current residential district (R6) into a mixed-use district (R8A/C2-4), and the text amendment will establish a Mandatory Inclusionary Housing area on the project site.

    The site is currently home to a vacant one-story building, which the borough president described as a “community liability.” The rezoning will permit the development of a new, 13-story building with 220 housing units, 7,570 square feet of retail space, and 6,845 square feet of community facility space. The new building’s residents will enjoy a fitness center, a community room, a computer room, a children’s play room adjacent to a laundry room, an exterior terrace, a garden, and a 24-hour doorman and cameras for security. All 220 units will be affordable—available to households with an Average Median Income ranging from 30% to 100%. While the applicant intends to maintain all units as affordable, the proposed zoning text amendment would ensure that at least 30% of the units (66 units) will be permanently affordable under Option 2 for Mandatory Inclusionary Housing.

    City Council Subcommittee Approves Soundview Development Including Church with Modifications

    Zoning Subcommittee approved a proposed 286-unit fully affordable housing complex in the Bronx’s Soundview neighborhood. On May 30, 2017, the City Council’s Zoning Subcommittee voted 5-0 to approve an application submitted by Azimuth Development Group, LLC, to develop four attached buildings with residential, community facility and retail uses. The applicant sought to up-zone most of the 63,000 square foot development site and to designate the site as a Mandatory Inclusionary Housing Area. (more…)
