Community members voiced concerns about infrastructure and affordability for the proposed addition of almost 500 units. On September 17, 2018, the City Council Subcommittee on Zoning and Franchises heard an application by the Department of Housing Preservation and Development (HPD) and the Department of Citywide Administrative Services (DCAS) for a proposed two-building mixed-use, mixed-income project on Jackson Avenue in Long Island City, Queens. The developers, Lions Group NYC, and Fetner Properties, also applied for special permits to modify building setback requirements and to create a parking garage. (more…)

Initiatives proposed in the wake of the Rivington House sale would prompt public review process and transparency. On July 19, 2016, Manhattan Borough President Gale Brewer and Council Member Margaret Chin wrote a letter to the City Planning Commission in favor of subjecting any changes made to deed restrictions throughout New York City to the Uniform Land Use Review Procedure. The letter is the latest development in a series of events sparked by the sale of the Rivington House, a nonprofit nursing home on Manhattan’s Lower East Side, to luxury condominium developers. The modifications would alter the parking garage, restaurant, and other amenities.  On October 22, 2015, the City Council Committee on Land Use unanimously approved New York Wheel LLC’s application to modify the previously-approved special permit for the construction of the New York Wheel, located on the St. George Waterfront in Staten Island.  The New York Wheel originally succeeded through the Uniform Land Use Review Procedure process in 2013, but is now seeking approval for a redesigned parking garage and several other modifications.

West Side Federation will build new units adjacent to an existing, low-income residential building and add additional community and commercial space.  On August 13, 2015, the City Council approved West Side Federation for Senior and Supportive Housing’s Uniform Land Use Review Procedure application to build a development around the pre-existing Borinquen Court building, which is a low-income residential building geared towards senior citizens and physically-disabled individuals.  The development would be located in Council District 8—represented by Council Speaker Melissa Mark-Viverito—on property bounded by Third Avenue, Alexander Avenue, 138th Street, and 139th Street in the Mott Haven neighborhood of the Bronx.  The additions would yield a three-winged structure with Borinquen Court at the center, a 122-unit building attached to its west end, and a 56-unit building attached to its east end.

Community facility will provide on-site social services and improved access to need-based financial benefits.  On August 13, 2015, the City Council adopted a resolution to rehabilitate a vacant firehouse and convert it into a community facility.  The Department of Housing Preservation and Development submitted the Urban Development Action Area Project proposal to the City Planning Commission on March 31, 2015.  The four-story firehouse is located at 269 Henry Street in the Lower East Side neighborhood of Manhattan and has not been used since 2002.
