    New York City Council Approves Two Bills Limiting Third-Party Delivery Service Fees

    Council Bills intended to support the restaurant industry and small business. On May 13, 2020 the New York City Council voted to approve two bills intended to restrict the amount of fees third-party delivery services can charge restaurants during the COVID-19 pandemic and restaurant closures. Intro 1898-A, which essentially prevents fees to restaurants when no actual transaction results, was approved with 47 votes in the affirmative and three votes in the negative. Intro 1908-B, which restricts third-party food delivery service fees to a maximum 15 percent per order, was approved by a vote of 46 votes in the affirmative and 4 votes in the negative.

    New York City Council to Hold First Ever Virtual Stated Meeting

    Follow CityLand on twitter if you cannot watch City Council’s first ever virtual Stated meeting. On April 15, 2020, the New York City Council announced that it will be holding a Stated meeting on Wednesday April 22, 2020 at 1:30 PM. The meeting will be held remotely, a first for the New York City Council. The Stated meeting will be the first since February 27, 2020. The subsequently scheduled meetings were all canceled due to the COVID-19 pandemic.

    City Council Holds Another Hearing on the Parks Capital Process

    Other agencies still missing from Council’s hearing on Park’s capital process. On November 12, 2019, the City Council’s Committee on Parks, Committee on Contracts, and Subcommittee on Capital Budget held a joint oversight hearing titled “Improving the Efficiency of Parks Department Capital Projects.” The hearing was chaired respectively by Council Members Peter Koo, Ben Kallos and Vanessa L. Gibson. This hearing was held in order to create a dialogue about the state of the capital process. In Fiscal 2020, the Parks Department has 619 active capital projects and anticipates spending almost $2.7 billion. These numbers have steadily increased since Fiscal 2016.

    City Council Approves Borough Based Jails

    After modifications and a lengthy Stated Meeting, Borough Based Jails passed despite significant opposition. On October 17, 2019, the City Council voted to approve the City’s Borough Based Jails System application with modifications. The approved plan includes four jail facilities located at 124-125 White Street in Manhattan, 745 East 141st Street in the Bronx, 126-02 82nd Avenue in Queens and at 275 Atlantic Avenue in Brooklyn and closure of the Rikers Island detention facility.

    [UPDATE]: City Council Approves Area-wide Rezoning to Allow Home Expansions

    The proposed rezoning will allow growing families in the community to remain in the neighborhood without compromising their desire for more housing space. On September 25, 2019, the City Council  voted to approve the rezoning of two areas in Kew Gardens Hills, Queens. The areas are located northeast of the Kew Gardens Interchange generally bounded by 72nd Avenue to the north, Union Turnpike to the south, Main Street to the east, and Park Drive East to the west. The applicant proposed to rezone the areas to allow for larger homes to be built. The rezoning would give community homeowners the flexibility to expand their homes and ensure already expanded homes are under compliance.
