    Kew Gardens Hills Residents Seek Area-wide Rezoning to Allow Home Expansions

    The proposed rezoning would allow larger single-family homes than current zoning permits and would bring many overbuilt homes in the area into zoning compliance. On June 19, 2019, the City Planning Commission held a public hearing on a proposed rezoning of two areas of Kew Gardens Hills in Queens. The application was brought by Queens Community Board 8 to rezone approximately 378 lots across 16 blocks from the existing residential R2 zoning to residential R2X zoning. The areas proposed for rezoning are both located northeast of the Kew Gardens Interchange generally bounded by 72nd Avenue to the north, Union Turnpike to the south, Park Drive East to the west, and Main Street to the east.  Queens Community Board 8 brought the application on behalf of Kew Gardens Hills residents.     Council Subcommittee Approves Crown Heights Mixed-Use Building with 103 Two-Bedroom Units

    The new building is intended to revitalize a largely vacant block along Pacific Street in Brooklyn. On May 2, 2019, the City Council Subcommittee on Zoning and Franchises voted to approve a rezoning of the western portion of a block bounded by Pacific Street to the north, Dean Street to the south, Franklin Avenue to the east, and Classon Avenue to the west in the Crown Heights neighborhood of Brooklyn. The applicant proposed to rezone the area from a manufacturing district, M1-1, to a mixed-use residential and manufacturing district, M1-4/R7A. The rezoning will facilitate a new eight-story development at 1050 Pacific Street with 103 residential units and ground floor commercial space. The development is located a block away from 1010 Pacific Street and is also part of Brooklyn Community Board 8 and Department of City Planning’s M Crown study. (read more…)

    Modified Rezoning to Bring New Mixed-Use Building to Crown Heights

    City Planning modified the proposed rezoning so the development would better conform with the vision for the neighborhood, which is currently undergoing a land use study. On May 2, 2019, the City Council Subcommittee on Zoning and Franchises voted to approve an application for a rezoning that will facilitate the development of a new nine-story, mixed-use building in the Crown Heights neighborhood of Brooklyn. The applicant initially sought to rezone an area comprised of approximately 12 lots on the northeastern portion of a block bounded by Pacific Street to the north, Dean Street to the south, Classon Avenue to the east, and Grand Avenue to the west from a manufacturing district, M1-1, to a mixed residential and commercial district, R7D/C2-4. The applicant’s proposed rezoning would have facilitated the development of an eleven-story residential building with a commercial space and a community facility on the ground floor at 1010 Pacific Street. On April 8, 2019, the City Planning Commission voted to approve the rezoning after modifying it from an R7D/C2-4 district to an R7A/C2-4 district, limiting the building to nine stories. (read more…)

    Major Staten Island Project OK’d by City Planning Despite Significant Opposition; City Council Up Next

    The proposed zoning actions were largely disapproved by the Community Board, the Borough President, and even Staten Island’s appointee to the City Planning Commission. The Department of City Planning, along with the Department of Housing Preservation and Development and the Department of Citywide Administrative Services filed an application requesting several ULURP actions to help implement the goals of the Bay Street Corridor Neighborhood Plan. The Neighborhood Plan is a comprehensive plan to foster a new mixed-use residential and commercial corridor connecting the St. George, Stapleton and Tompkinsville North Shore neighborhoods of Staten Island. The plan was developed with extensive input from community stakeholders, local advisory committees, elected officials and others, working with the Department of City Planning and other City agencies including the Parks Department, the Economic Development Corporation, the Department of Environmental Protection, and Department of Transportation, for over three years.     Charter Revision Commission Releases Preliminary Staff Report

    Starting this week, public hearings are being held throughout the five boroughs to solicit feedback on the report’s recommendations. In April of 2018, the NYC Council created a Charter Revision Commission. The 15-member commission, which was granted a wide mandate to review the City Charter from top to bottom, is considering possible amendments to be placed on the November 5, 2019 ballot in New York City. The Commission’s focus has been on four areas of City government: elections, governance, finance, and land use. The Commission is Chaired by Gail Benjamin, who served for 25 years as Director of the New York City Council’s Land Use Division. Also among the commissioners is Carl Weisbrod, former Director of the Department of City Planning. (read more…)
