The campaign was created after beaches have finally reopened for the summer. On July 9, the New York City Department of Parks and Recreation announced a new NYC water safety campaign.  The campaign aims to inform New Yorkers about how quickly drownings can happen and remind beachgoers to only swim at designated beaches when lifeguards are on duty. Over 1000 playgrounds will be reopened and cleaned, but equipment will not be sanitized. On June 18, 2020, Mayor Bill de Blasio announced that playgrounds would be reopened as part of Phase 2, which began Monday, June 22nd. While NYC parks generally remained open throughout the COVID-19 pandemic, many facilities within parks were closed and restrictions were placed to limit the activity allowed in parks in an effort to stop overcrowding and the spread of COVID-19. On April 1, 2020, Governor Cuomo announced the closure of all NYC playgrounds, as the density within them was too high. For CityLand’s prior coverage of park closings, click here. (read more…)

The bill will help protect community gardens and allow them to remain in the City. On March 29, 2020, Introduction 1652-A was enacted into Local Law 46 of 2020. Local Law 46 requires the Department of City Planning to reclassify tax lots currently used as GreenThumb community gardens on the Primary Land Use Tax Lot Output (“PLUTO”) database. The PLUTO database has information on the City’s tax lots. Currently, tax lots with GreenThumb community gardens are classified on PLUTO as “vacant lots.” Under Local Law 46, these tax lots will be reclassified under a new category that indicates that the lot is being used as a community garden. The law, sponsored by Council Member Alicka Ampry-Samuel, was proposed to protect community garden tax lots from being used for development.

Team sports are prohibited and recreation centers are currently closed to the public, but parks remain open. City and State governments continue the fight to control the spread of the coronavirus, instituting policies to encourage and enable as many people to stay at home as possible. Understanding the challenges of asking citizens to spend as much time as possible indoors as the weather continues to improve, the City aimed to keep City parks open as an outlet for physical exercise. Despite the project’s phased construction schedule, concerns with the project still exist among elected officials and community members. On November 4, 2019, the City Council Subcommittee on Landmarks, Public Siting, and Dispositions approved two land use applications for the East Side Coastal Resiliency Project, the City’s flood protection plan for Lower Manhattan. The Project will include a system of floodgates and walls along the project area, sewage improvements, and will elevate East River Park eight feet above the flood plain to protect the Park and have it serve as a flood barrier for nearby neighborhoods. The first application is for access onto private property adjacent to the proposed flood protection infrastructure for the City to conduct inspections, maintenance, and repair of the infrastructure. The second application is for a zoning text amendment to allow higher wall heights for the proposed floodwalls and gates at Stuyvesant Cove Park.
