The new development proposes services for both residents and the greater East New York community. On October 16, 2019, the City Planning Commission voted to approve a land use application to develop four mixed-use buildings in East New York, Brooklyn. The lot is bounded by Sutter Avenue to the north, Blake Avenue to the south, Snediker Avenue to the west, and Hinsdale Street to the east. To facilitate the new 387,100 square feet development, the applicants would demolish the existing three-story homeless shelter at 515 Blake Avenue. The project will redevelop the shelter and bring affordable housing, community facilities, and retail. The Department of Housing Preservation and Development, HELP USA, a national non-profit focused on providing shelters, Department of Homeless Services, Kramer Levin Naftalis & Frankel, and Curtis + Ginsberg Architects are the applicant team.

The program will create studio to four bedroom homes for low income and formerly homeless individuals. On March 4, 2019, the Department of Housing Preservation and Development (HPD) announced plans to develop 167 affordable units on City-owned land in East New York. The program is being developed by a team led by Thorobird Companies along with nonprofit partner Bangladeshi American Community Development and Youth Services (BACDYS) and will have a unique modular design to hold the mixed-use development on City-owned land on the Grant Avenue Municipal lot located at 581 Grant Avenue in East New York. The new building will have 43 apartments for formerly homeless individuals. On January 9, 2019, the City Planning Commission voted unanimously to approve an application for the development of a seven-story residential building at 461 Alabama Avenue in the Brownsville section of Brooklyn. The City Planning Commission held a public hearing for the application on December 5, 2018. The applicant team consisted of the Department of Housing Preservation and Development, CB Emmanuel Realty LLC, Services for the Underserved and Newman Design. (more…)
City will use the modular construction method to reduce costs and construction time. On May 23, 2018, Housing Preservation & Development announced a Request for Proposals for the design, construction, and management of the new 100% affordable mixed-income and mixed-use development in East New York, Brooklyn. The City-owned project site is an L-shaped parcel of 49,397 square-feet along Eldert Lane between Pitkin and Glenmore Avenues. A portion of the site is also located along Grant Avenue adjacent to the Grant Avenue A-train subway station. (more…)

Council Members expressed concern-ridden comments on the proposal’s plans for neighborhood job programs and the proposed housing’s lack of deep affordability levels. On March 7, 2016, the New York City Council Subcommittee on Zoning and Franchises held a public hearing on the East New York Community Plan. If approved, the Plan would make East New York, and portions of Cypress Hills and Ocean Hill, located in Brooklyn, the first area to be rezoned under Mayor Bill de Blasio’s Housing New York plan.
