    City Moves Forward with New School in East New York

    The Mayor’s Office announced the public review period for the construction of a new 1,000 seat school in East New York. On January 3, 2016, Mayor Bill de Blasio, joined by City Council Member Rafael Espinal, announced the start of the public review process for a new 1,000 seat school in the East New York section of Brooklyn. The proposed school comes as part of the larger East New York Neighborhood Plan which was adopted by the City Council in April 2016. (read more…)

    Land Use Committee Hears Testimony on Proposed Capital Commitment Tracking System

    The proposed system would keep track of the financial and infrastructure-related promises made by the Mayor’s office to neighborhoods being rezoned.  On June 7, 2016, the City Council Committee on Land Use held a public hearing on a legislative proposal to implement a tracking system, which would monitor the status of promises made to the public by the Administration  during the Uniform Land Use Review Procedure process. The proposed bill, Intro 1132, is sponsored by New York City Public Advocate Letitia James and New York City Council Speaker Melissa Mark-Viverito.

    Council Subcommittee Approves East New York Rezoning Plan with Modifications

    The modified East New York Rezoning includes such deep levels of affordability that Council Members referred to the rezoning plan as a “unicorn,” though all hope to use it as an example for future rezonings.  On April 14, 2016, the City Council Subcommittee on Zoning and Franchises and Committee on Land Use held back-to-back meetings on the Department of City Planning’s East New York Rezoning Plan, which would affect the greater East New York area of Brooklyn.  The proposed rezoning would make East New York the first of 15 neighborhoods to be rezoned under Mayor Bill de Blasio’s Housing New York plan.

    Council Members expressed concern-ridden comments on the proposal’s plans for neighborhood job programs and the proposed housing’s lack of deep affordability levels.  On March 7, 2016, the New York City Council Subcommittee on Zoning and Franchises held a public hearing on the East New York Community Plan. If approved, the Plan would make East New York, and portions of Cypress Hills and Ocean Hill, located in Brooklyn, the first area to be rezoned under Mayor Bill de Blasio’s Housing New York plan.

    Commission Held First of Four Special Hearings to Address Backlog

    Wide support voiced for designation of Coney Island pumping Station; potential extension to Douglaston Historic District and individual designation of Queens Apartment complex and religious structures proved contentious. On October 8, 2015, the Landmarks Preservation Commission held the first of four hearings meant to address the backlog of items on the Commission’s calendar added prior to 2010. Twenty-nine items were considered, in three groupings of multiple items clustered by borough. Each speaker had three minutes to testify for each batch, rather than on individual items. At the meeting, Landmark heard testimony on one batch of items in the Bronx, one in Brooklyn, and one in Queens. (read more…)

    DCP Initiates Public Review Procedure for Proposed Rezoning of East New York

    The proposal would create new affordable housing, public parks, and other community improvements.  On September 21, 2015, the City Planning Commission began the public review process for the Department of City Planning’s proposal to rezone several neighborhoods in Brooklyn.  The East New York Community Plan would invest in the improvement of the East New York, Ocean Hill, and Cypress Hills neighborhoods of Brooklyn—represented by Community Boards 5 and 16—by adding affordable housing and community resources that seek to boost the local economy and prevent the displacement of existing residents.
