Council Members voiced concerns over the proposal’s provisions stripping the City Council of its review over future applications brought pursuant to the proposal. On May 4, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on an application submitted by the Alliance for Downtown New York, the NYC Economic Development Corporation, and the Department of City Planning to amend the zoning text controlling the Water Street corridor in lower Manhattan. Testimony was heard on a wide range of issues spanning from decreased parking requirements to increased building height limits. On February 10, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on Mayor Bill de Blasio’s Zoning for Quality and Affordability proposal. The hearing was held in the City Council Chambers in City Hall to accommodate the capacity audience.

City Planning Commission had approved the permit to operate a Bronx homeless shelter. Liska NY, Inc. had constructed an eight-story homeless shelter at 731 Southern Boulevard in the Longwood area of the Bronx. The shelter exceeded the height, setback, and floor area ratio limits for the site and on August 21, 2013 the City Planning Commission approved Liska’s request for a special permit to legalize the building. On October 9, 2013 the City Council voted to deny the permit. In an earlier hearing, then-Council Member Maria del Carmen Arroyo requested a vote to deny the permit because the shelter was originally constructed as a thirty-two unit apartment building in 2003 and four years later converted to a homeless shelter in violation of applicable zoning. Council Member Arroyo stated this after-the-fact shelter construction was a pattern of behavior by Liska and continued to oversaturate the local community board district with shelter providers.

The program would amend generation-old zoning regulations to encourage construction of efficient mixed-use buildings and affordable senior housing. On September 21, 2015, the City Planning Commission issued a press release revealing two of the major programs to be implemented under Mayor Bill de Blasio’s Housing New York plan. The programs, which are currently making their way through the Uniform Land Use Review Procedure process, are the Mandatory Inclusionary Housing Program and the Zoning for Quality and Affordability Program. The latter proposes zoning text amendments that relax Inclusionary Housing building regulations and parking requirements to enable the construction of high-quality mixed-use buildings that utilize the full amount of buildable residential space and to encourage the construction of a diverse range of affordable senior housing and long-term care facilities.

Expansion is designed to increase Hospital’s operating-room capacity. On July 23, 2015 the City Council approved a special permit for expansion of the Hospital for Special Surgery in Manhattan’s Upper East Side. The expansion will increase HSS’ lot coverage by 2,820 square feet. The permit was unanimously approved by the Subcommittee on Zoning and Franchises on July 20 and by the Committee on Land Use on July 21.
