Proposed historic park expansion will provide space for programming and direct access from Hylan Boulevard. On October 31, 2018, the City Planning Commission held a public hearing for an application on the acquisition of property at 4485 Hylan Boulevard in the Eltingville neighborhood of Staten Island to expand Olmsted-Beil House Park. The Department of Parks and Recreation and the Department of Citywide Administrative Services jointly filed the application.  (more…)

164-building potential district characterized by 19th-century residential architecture, and cultural and political history.            Landmarks held a public hearing on the potential designation of the Central Harlem West 130-132nd Historic District at its meeting on April 17, 2018. The district is composed of the block interiors on 130th, 131st, and 132nd Streets between Lenox Avenue and Adam Clayton Powell Jr. Boulevard. The district includes approximately 164 buildings, chiefly built during a brief period of development in the final decades of the 19th century. The speculative rowhouses were constructed in architectural styles appealing to the middle class of the period, primarily Neo Grec, interspersed Queen Anne, Renaissance Revival, and Romanesque Revival. Landmarks Executive Director Sarah Carroll stated that the proposed designation had come about through Landmarks’ study of properties associated with African-American history and the civil rights movement. Prospect Park’s entire loop drive will be permanently car-free as of January 2, 2018. On October 23, 2017, Mayor Bill de Blasio announced plans for the closure of Prospect Park’s East Drive to vehicles. The announcement follows the success of the Park’s car-free summer when East Drive was closed from July 17 to September 11. After Labor Day weekend, a petition with over 1,100 signatures to continue the car-free program was received. The Park’s West Drive has been permanently car-free since 2015. The Park’s East Drive will be closed to vehicles on January 2, 2018.

City enters final stretch for the completion of the Brooklyn Bridge Park. On October 19, 2016, the conversion of Pier 3 in Brooklyn Bridge Park began. Currently ninety percent of the park, which opened in 2010, is either under construction or completed. When opened, Pier 3 will offer a central lawn, a recreation and programming area, and a play “labyrinth” which will highlight historic elements salvaged from the reconstruction—namely salvaged rail ties and bollards.

Mayor Bill de Blasio called the park the “front lawn of Brooklyn,” adding that Pier 3 would “add more space for kids to play and for families to enjoy this incredible place.” The City has slated $26 million in capital funding in the Mayor’s FY17 budget for the project. (more…)

Parks agreed to implement only some of the Comptroller’s 22 recommendations. The City’s Department of Parks and Recreation solicits and awards concessions to operate golf courses, tennis courts, restaurants, and food carts on City parkland. Parks oversees about 500 concessions, and generally follows the competitive sealed bids and competitive sealed proposals processes. Revenue from these concessions equal more than half of Parks’ budget for Parks programs and services. Concession revenues in Fiscal Years 2008, 2009, and 2010 were $52.6 million, $46.1 million, and $39.8 million, respectively.  (more…)
