    St.Vincent’s wins final Landmarks approval

    After more than a year and nine meetings, Landmarks approved final component of St. Vincent’s plan. On July 7, 2009, Landmarks approved Rudin Management’s amended plan for the redevelopment of the St. Vincent’s Hospital complex into a residential development. The complex is located between Sixth and Seventh Avenues and West 11th and 12th Streets in the Greenwich Village Historic District. St. Vincent’s plans to consolidate its hospital operations into one building located on the west side of Seventh Avenue on the site of the O’Toole Building, which was approved for demolition by Landmarks in October 2008.

    Controversial aspects of Rudin’s plan included the massing of a proposed residential building along Seventh Avenue, proposed townhouses along West 11th Street, and alterations to historic buildings at the site. 6 CityLand 76 (June 15, 2009). The proposal had been fine-tuned several times at prior meetings, including reducing the Seventh Avenue building’s originally proposed height from 266 to 233 feet, and then later, to 218 feet.     St.Vincent’s plan advances

    Rudin Management presented revised plan for residential component. Having approved the design of a new St. Vincent’s hospital on the west side of Seventh Avenue between West 12th and 13th Streets, Landmarks considered an associated residential development for the east side of the avenue. The development would occupy land currently home to St. Vincent’s hospital complex in the Greenwich Village Historic District. When first presented, the residential component garnered significant criticism. Local residents, elected officials, and preservationists opposed the height and bulk of the proposed tower along Seventh Avenue, as well as the destruction of historically significant buildings within the hospital complex. 5 CityLand 61 (May 15, 2008).

    At the hearing, Rudin Management president Bill Rudin testified that it reduced massing of the Seventh Avenue tower in its new plan. Rudin then emphasized that the new plan would preserve and reuse four historically significant structures, the Nurses’ Residence and the Spellman, Smith, and Raskob buildings.
