    Council Subcommittee Approves East New York Rezoning Plan with Modifications

    The modified East New York Rezoning includes such deep levels of affordability that Council Members referred to the rezoning plan as a “unicorn,” though all hope to use it as an example for future rezonings.  On April 14, 2016, the City Council Subcommittee on Zoning and Franchises and Committee on Land Use held back-to-back meetings on the Department of City Planning’s East New York Rezoning Plan, which would affect the greater East New York area of Brooklyn.  The proposed rezoning would make East New York the first of 15 neighborhoods to be rezoned under Mayor Bill de Blasio’s Housing New York plan.

    City Council Hears Testimony on Mayor de Blasio’s East New York Rezoning Proposal

    Council Members expressed concern-ridden comments on the proposal’s plans for neighborhood job programs and the proposed housing’s lack of deep affordability levels.  On March 7, 2016, the New York City Council Subcommittee on Zoning and Franchises held a public hearing on the East New York Community Plan. If approved, the Plan would make East New York, and portions of Cypress Hills and Ocean Hill, located in Brooklyn, the first area to be rezoned under Mayor Bill de Blasio’s Housing New York plan.

    City Council Subcommittee Holds Hearing on Mayor’s Zoning for Quality and Affordability Proposal

    Testimony was heard on a wide range of issues spanning from  decreased parking requirements to  increased building height limits.  On February 10, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on Mayor Bill de Blasio’s Zoning for Quality and Affordability proposal. The hearing was held in the City Council Chambers in City Hall to accommodate the capacity audience.

    Hard-hitting questions from several Council members explored ways affordable housing could be provided at deeper levels of affordability.  On February 9, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on Mayor Bill de Blasio’s Mandatory Inclusionary Housing proposal.  The hearing was held in the City Council Chambers in City Hall to accommodate the capacity audience.

    City Planning Holds Thirteen-Hour Hearing on Citywide Affordable Housing Proposals

    CPC held the hearing at the National Museum of the American Indian in an attempt to accommodate the large number of guests, however an overflow of testifiers waited on lines outside as the hearing began. On December 16, 2015, the City Planning Commission held a public hearing on Mayor Bill de Blasio’s Mandatory Inclusionary Housing, and Zoning for Quality and Affordability proposals, which are two components of the Mayor’s Housing: New York plan. The public hearing was the latest step in the review process for these two plans, and followed up on the Citywide Community Boards’ votes from last month.

    At the CityLaw Breakfast on November 13, 2015 Commissioner Vicki Been outlined the de Blasio Administration’s recent actions and efforts to advance a coherent and far reaching housing policy for New York City, one that provides more affordable housing for low-income and working-class New Yorkers, strengthens neighborhoods, and at the same time protects those residents who are already benefiting from and have a continued need for affordable housing.
