NYCHA seeks to raise revenue for capital repairs by selling transferrable development rights on NYCHA properties. On March 5, 2020, the New York City Housing Authority (NYCHA) announced the finalization of an agreement to transfer approximately 9,000 square feet of development and parking rights at the Hobbs Court development, located at 315 E 102nd Street in East Harlem, Manhattan.

Community Boards working to stay optimistic through adversity. In response to the COVID-19 outbreak, New York Governor Andrew Cuomo shut down non-essential business throughout the state. The order effectively hamstrung the physical operation of many governmental and administrative offices. Community Boards, the closest representative body of a City district, have generally completed their many responsibilities through public assembly. Responsibilities include land use and zoning review, and other general community concerns such as traffic or deteriorating housing.

Community Board and Borough President in agreement about a slightly smaller zoning designation. On January 8, 2020, the City Planning Commission heard an application by EMP Capital Group to rezone a portion of two blocks fronting on the corner of Grand Avenue and Pacific Street in Crown Heights, Brooklyn. The rezoning would help facilitate the development of a nine-story mixed-use building at 979-985 Pacific Street. The applicant is represented by Richard Lobel of Sheldon Lobel P.C.
