    UPDATED: (11/10) – Community Boards Begin Vote on Permanent Open Restaurants Program Text Amendment

    This tracker will continue to be updated as more community boards issue their decisions. Last year, the Open Restaurants program allowed restaurants to temporarily expand their operations to sidewalk and roadway cafes without the lengthy review process to provide safe outdoor dining options during the COVID-19 pandemic. The program is currently valid through 2022, but a zoning text amendment currently in the public review process aims to make the Open Restaurants program permanent.     Mayor Directs DOT to Administer Open Restaurants Plan Ahead of Phase 2 Reopening

    Today marks NYC’s official Phase 2 reopening. On June 22, 2020, New York City officially entered Phase 2 of the State’s COVID-19 reopening plan. In preparation for the reopening, Mayor Bill de Blasio signed an executive order directing the Department of Transportation, with aid from the Department of Health and Mental Hygiene and the Department of Small Business Services, to administer the “Open Restaurants” plan. The Open Restaurants plan will generally permit restaurants and bars to expand their outdoor seating onto sidewalks, curb lanes, backyard patios, plazas and Open Streets.     City Council Holds Hearing on Open Restaurants Plan

    Council Member Antonio Reynoso at the Committee Hearing

    Open Restaurants Plan intended for Phase 2 start. On June 4, 2020, New York City Mayor Bill de Blasio announced the Open Restaurants seating program and the Council Committee on Consumer Affairs and Business Licensing held the public hearing on Intro 1957, a bill that would create the temporary outdoor dining space. The bill is sponsored by Council Member Antonio Reynoso and was introduced at the May 28th, 2020 Stated Meeting.

    City Announces Opening of Rooftop Farm in Staten Island to Reduce Flooding, Grow Produce

    Produce from the farm will be used at two eateries whose profits benefit charities and scholarships. On April 19, 2022, Mayor Eric Adams and Department of Environmental Protection (DEP) Commissioner Rohit T. Aggarwala announced the opening of a new rooftop farm on top of the Commercial Commons Three building at 1441 South Avenue in Bloomfield, Staten Island. The farm will be named the Nicotra Grown Organic Rooftop Farm, named after the Nicotra Group, which owns the building. (more…)
