    HPD Announces Plans for Two Mixed-Use Affordable Housing Developments on City-Owned Sites in Clinton/Hell’s Kitchen

    The new buildings will provide affordable housing, space for businesses, and social services from partnering non-profits in the Clinton/Hell’s Kitchen community. On February 13, 2019, Department of Housing Preservation and Development Commissioner Maria Torres-Springer announced the selection of development teams to build approximately 260 affordable housing units on two City-owned sites in the Clinton and Hell’s Kitchen neighborhoods of Midtown Manhattan. The sites were identified for development into affordable housing through the Hudson Yards Plan, a comprehensive proposal to develop Manhattan’s Far West side. The two developments were approved following HPD’s Clinton/Hell’s Kitchen request for proposal (RFP) for the two sites. One building will be located at 806 9th Avenue (the Ninth Avenue site) and the other building will be located at 705 10th Avenue (the Tenth Avenue site).

    New Housing for the Special Clinton District

    Council-approved developments in Special Clinton District will achieve 39 percent affordability across a range of Area Median Incomes. On June 26, 2014, the City Council unanimously voted 48-0 to approve applications which would facilitate the development of two new mixed-use buildings, the rehabilitation of another building, and creation of three new community gardens in the Special Clinton District in Manhattan. The joint applications were proposed by the Clinton Housing Development Company, the New York City Department of Housing Preservation and Development, Taconic Investment Partners and Ritterman Capital. The project area is generally bounded by West 51st Street and West 53rd Street between Tenth and Eleventh Avenues.

    Council Committee Approves Proposal for Large, 1,234-unit Residential Development in Clinton/Hell’s Kitchen Neighborhood

    Latest Clinton/Hell’s Kitchen proposal raised concerns about impact on the City’s infrastructure. On April 1, 2014, the City Council Land Use Subcommittee on Zoning and Franchises heard TF Cornerstone’s application to construct a mixed-use building at 606 West 57th Street between Eleventh and Twelfth Avenue in the Clinton/Hell’s Kitchen Neighborhood in Manhattan. The approximately 1.2 million sq. ft. mixed-use development would create approximately 1,027 market-rate rental units and 207 affordable units. The development will also include 42,000 sq. ft. of commercial or community facility floor area, and up to 500 parking spaces. Manhattan Community Board 4 and then Manhattan Borough President Scott Stringer recommended approval of the application in December 2013. The City Planning Commission unanimously approved TF Cornerstone’s application on March 17, 2014. (more…)

    Eighteen-block West Clinton rezoning modified

    Proposal would permit as-of-right residential development along east side of Eleventh Avenue. On June 7, 2011, the City Council’s Land Use Committee approved the Department of City Planning and Manhattan Community Board 4’s proposed West Clinton Rezoning in Clinton, Manhattan. The eighteen-block rezoning area is generally bounded by West 55th Street to the north, West 43rd Street to the south, portions of the blocks between Tenth and Eleventh Avenues to the east, and Twelfth Avenue to the west.

    The area is zoned for manufacturing and contains a mix of uses including warehouses, car dealerships and repair shops, commercial loft buildings, utility facilities, and a handful of tenement-style apartment buildings. Planning and CB 4 requested the rezoning and a zoning text amendment to provide residential development opportunities and encourage compatible manufacturing development. (more…)

    Large Clinton mixed-use development approved

    Council limits certain uses to Two Trees’ site block. On May 20, 2009, the City Council approved Two Trees Management Company’s plan to build a 1.3 million sq.ft., S-shaped tower at 770 Eleventh Avenue in the Clinton/Hell’s Kitchen neighborhood of Manhattan. The Enrique Norten-designed tower would rise in steps from approximately seven stories at Eleventh Avenue and West 54th Street to 32 stories at the project’s eastern edge. 6 CityLand 25 (March 15, 2009). Along with 900 residential units, including approximately 180 permanently affordable units, the tower would contain a 350,000 sq.ft. Mercedes Benz dealership, a 36,000 sq.ft. facility for the NYPD Mounted Unit, a 20,000 sq.ft. health club, accessory monthly parking for 175 cars, and parking space for 600–700 bicycles.

    Before Council heard the matter, the City Planning Commission modified the proposal. As part of its original application, Two Trees proposed a zoning text amendment that provided an as-of-right FAR of 7.0, bonusable up to an FAR of 9.0 through inclusionary housing regulations. The Commission amended the text to allow an as-of-right FAR of 6.75 that would be bonusable to 8.55, provided that the development contained at least 1.0 FAR of commercial floor area. The change made the text consistent with standard inclusionary housing bonus regulations, which allow for 1.25 square feet of bonus floor area for every square foot of affordable housing provided.
