Permit will allow Use Group 2 residential on the third through sixth floors only. On March 9, 2015 the City Council Subcommittee on Zoning and Franchises voted to approve a modified special permit for the conversion of 498 Broome Street in the SoHo-Cast Iron Historic District of Manhattan to Use Group 2 residential. The approved permit restricts conversion of the building to Use Group 2 residential for only the third through sixth floors, and leaves the cellar, first, and second floors subject to the standing zoning regulation which permit Joint Live-Work Quarters for Artists. The permit as originally requested would have allowed Use Group 2 on portions of the first floor and all of the second through sixth floors.

Council Members voiced concern over the City’s applications to facilitate Phase 1 of the Willets’ Point Development Project. The City Council’s Land Use Zoning and Franchises subcommittee held a public hearing on September 3, 2013 on Phase 1A of the $3 billion Willets Point Development Project. The applicants, New York City Economic Development Corporation (EDC) and Queens Development Group, a joint venture of Related Companies and Sterling Equities, testified. The application is a modification of the original 2008 proposal, and seeks a zoning resolution amendment and special permits to allow the City Planning Commission (CPC) to permit the development of up to 2,833 parking spaces and recreational area in a temporary lot within the Willets Point District. Expansion is designed to increase Hospital’s operating-room capacity. On July 23, 2015 the City Council approved a special permit for expansion of the Hospital for Special Surgery in Manhattan’s Upper East Side. The expansion will increase HSS’ lot coverage by 2,820 square feet. The permit was unanimously approved by the Subcommittee on Zoning and Franchises on July 20 and by the Committee on Land Use on July 21.

Proposal extends Special District bulk regulations and clarifies language in the zoning text. On January 13, 2015 the City Council Subcommittee on Zoning and Franchises voted to approve the expansion of the Special West Chelsea District. The proposal was designed by the Department of City Planning and Manhattan Community Board 4 to expand the district by one partial block between West 15th Street to the north, West 14th Street to the south, 9th Avenue to the east, and 10th Avenue to the west in order to reinforce the residential character of West Chelsea. The proposal was approved by the City Planning Commission on December 17, 2014.

Council-approved developments in Special Clinton District will achieve 39 percent affordability across a range of Area Median Incomes. On June 26, 2014, the City Council unanimously voted 48-0 to approve applications which would facilitate the development of two new mixed-use buildings, the rehabilitation of another building, and creation of three new community gardens in the Special Clinton District in Manhattan. The joint applications were proposed by the Clinton Housing Development Company, the New York City Department of Housing Preservation and Development, Taconic Investment Partners and Ritterman Capital. The project area is generally bounded by West 51st Street and West 53rd Street between Tenth and Eleventh Avenues.
