The program began as a way to provide more public space during the COVID-19 pandemic. On April 29, 2021, the City Council voted to pass Int. 1933-A, a bill to make a permanent Open Streets program. The Open Streets program closes streets for a given time period to provide pedestrians and cyclists with open street space free of vehicular traffic. (more…)

Many elected officials raised concerns about DOT’s ability to handle the scale and capacity of a citywide permanent open restaurants program. On February 8, 2022, the City Council Subcommittee on Zoning and Franchises held a joint hearing with the Committee on Consumer and Worker Protection on the proposed permanent open restaurant program. The proposed permanent open restaurant program will replace the temporary program and establish a new streamlined program for the creation, management and enforcement of sidewalk and roadway cafes operated by the Department of Transportation. As of the writing of this article, 12,133 restaurants and cafes are participating in the temporary open restaurant program, which is set to expire at the end of 2022. Open Restaurants Plan intended for Phase 2 start. On June 4, 2020, New York City Mayor Bill de Blasio announced the Open Restaurants seating program and the Council Committee on Consumer Affairs and Business Licensing held the public hearing on Intro 1957, a bill that would create the temporary outdoor dining space. The bill is sponsored by Council Member Antonio Reynoso and was introduced at the May 28th, 2020 Stated Meeting.

The Speaker’s bill looks to change the way the entire city shares the streets. On October 30, 2019, the City Council approved Intro 1557-A, a five-year comprehensive plan for city streets, sidewalks and pedestrian spaces. The bill was approved by a vote of 35 in favor to 9 opposed with two abstentions. The bill was first introduced by Speaker Corey Johnson on May 29, 2019, heard by the Committee on Transportation on June 12, 2019, and later amended and approved by the Committee on October 29, 2019.

Council looks to revamp the private street mapping process in hopes of addressing private streets in disrepair. On September 8, 2020, the City Council Committee on Transportation held a public hearing on the Department of Transportation’s response to COVID-19, the Open Streets Program, and two introductory bills. The bills would effectively establish permit requirements for the mapping of private streets and additionally provide for their maintenance. The bills are sponsored by Council Members Steven Matteo, Joseph C. Borrelli and Robert Holden at the request of Staten Island Borough President James Oddo.
