    City Planning Approves City-Initiated Special Garment Center District Rezoning

    Zoning changes will bring many buildings into compliance and will lift manufacturing space preservation requirements. City officials step in to ensure garment manufacturing has a continuing place in the district. On September 26, 2018, the City Planning Commission held a public hearing on a proposed rezoning of the Special Garment Center District by the Department of City Planning, in conjunction with the New York City Economic Development Corporation (EDC). The Special Garment Center District encompasses approximately 13 blocks between West 35th and West 40th Streets, west of Broadway. (more…)

    City Planning Certifies City Applications to Build Borough-Based Jails

    The four jails are set to replace Rikers island by 2027. On March 25, 2019, the City Planning Commission certified the City’s application for four borough-based jails as a part of the City’s plan to shut down Rikers Island. The four jails – in Manhattan, the Bronx, Queens, and Brooklyn – will have a total of 5,748 beds and a capacity of 5,000 inmates. The additional 748 beds will be used to account for taking occupied cells out of service for repairs, separating inmates based on gender or sentenced versus non-sentenced or other space needs.     CPC Approves Mixed-Use Development with Community Gardens in East Harlem

    A three-building mixed-use project will create 655 affordable housing units, 4 community gardens, an elevated public courtyard, space for Mt. Sinai medical offices and a DREAM charter school in East Harlem. On October 2, 2017, the City Planning Commission issued a favorable report on the Sendero Verde application submitted by NYC Department of Housing Preservation and Development (“HPD”). The application will facilitate the development of three mixed-use buildings containing 655 affordable units, commercial and community facilities, community gardens, and publicly accessible open space. The project will be developed between 112th Street to the north, 111th Street to the south, Park Avenue to the east, , and Madison Avenue to the west. (more…)

    City Council End of Year Round Up; Kingsbridge Armory Approved; Midtown Zoning Disapproved

    On December 10, 2013, the City Council voted 48-1 to turn the Kingsbridge Armory, currently a vacant landmark, into an ice sports center. The $275 million development project by KNIC Partners, LLC will feature nine ice rinks and approximately 64,300 sq. ft. of related program space, including a wellness and off-ice training center, curling rinks, and locker and equipment storage. The development plan also includes 58,100 sq. ft. of concession and retail space, approximately 50,000 sq. ft. of community facility space, and an accessory parking garage containing 457 spaces. The ice center is projected to attract two million visitors yearly and create nearly 180 permanent living wage jobs, and 890 construction jobs. Council Member Fernando Cabrera stated that the project approval “represents an unprecedented milestone for the entire City.” (more…)

    Coney Island Amphitheater Approved by City Council

    Former Childs Restaurant to be transformed into outdoor amphitheater, park, and restaurant. On December 19, 2013, the City Council approved the Seaside Park and Community Arts Center project in a vote of 50-1 with modifications, and referred the proposal back to the City Planning Commission for final action.  The New York City Economic Development Corporation and iStar Financial subsidiary Coney Island Holdings LLC will execute a $58 million plan to build an outdoor amphitheater and park along the boardwalk near West 21st Street and restore and reopen the landmarked Childs Restaurant as an eatery and catering facility (See past CityLand  coverage here).
