On May 23, 2023, the Landmarks Preservation Commission voted to designate the former Colored School No. 4 as an individual landmark. The former school, located at 128 West 17th Street in Chelsea, is the city’s sole surviving school building that exclusively served African American students in the second half of the 19th century. On March 16, 2023, Introduction 124-A (2022) which was originally proposed by Council Member Rafael Salamanca Jr. was officially passed by the NYC Council. On April 16, 2023, it was officially enacted as Local Law 45. The new law requires the Human Resources Administration to designate housing specialists within all temporary shelters and to submit an annual report on housing specialists, ensuring that New Yorkers residing in shelters have access to housing specialists. On April 3, 2023, the New York City Department of City Planning announced its South Richmond Zoning Relief proposal after years of planning with Staten Island communities in the Special South Richmond Development District of the South Shore. The proposal will simplify the approval process for simple home projects that require zoning clearances, such as pool installations or other home improvements. The proposal will also enhance preservation efforts on larger land spaces and allow the community to have greater oversight over sensitive natural sites in the District, such as the area’s wetlands.
