New York City becomes final region in state to reach Phase 4 of reopening. On July 20, 2020, New York City officially entered a modified Phase 4 of the State’s reopening plan. Phase 4 in New York City marks the final stage of the State’s plan but should not be understood to mean that all industries, businesses and practices are back to pre-COVID-19 operations. Phase 4 industries include low-risk outdoor arts and entertainment, professional sports with no spectators, and media production like movies, music and television productions. Low-risk outdoor venues include zoos and botanical gardens, which are required to operate at no greater than a thirty-three percent capacity.

Renters will not have to repay the rental subsidy. On July 14, 2020, Governor Andrew Cuomo announced a new statewide emergency rent assistance program for low-income families facing financial hardship as a result of the COVID-19 pandemic. (more…)
Why did ULURP remain suspended when so many City agencies and public bodies took to virtual operations? On March 16, 2020, the Department of City Planning announced that, pursuant to an executive order from Mayor Bill de Blasio, the Uniform Land Use Review Procedure and all relevant public hearings and votes were suspended as a result of the COVID-19 pandemic. Since the suspension, Community Boards, Borough Presidents, and the City Council have virtually convened to tend to other matters but have not addressed any new or pending ULURP applications. Indoor dining is still suspended. On July 6, 2020, New York City entered Phase 3 of its reopening. Phase 3 allows personal services like nail salons, spas, tanning salons, massage parlors and tattoo parlors to reopen, as well as courts for sports in City parks. The “personal services” industry under Phase 3 does not include hair salons and barbershops, which were allowed to reopen under Phase 2. (more…)

On April 27, 2020, the Mayor’s Office announced a plan along with Council Speaker Corey Johnson to implement street closures, sidewalk widening, and the addition of bike lanes as part of the City’s response to the COVID-19 outbreak. The plan aims to close off streets to cars to provide more space for social distancing for pedestrians and cyclists as the weather gets warmer and more people are expected to go outside. (more…)
