83-block Queens rezoning approved

Developers built over-sized homes using floor area exemptions. On April 5, 2006, the City Council approved the 83-block rezoning designed by City Planning for Utopia Estates, Fresh Meadows and West Cunningham Park in Queens. As older homes were replaced by newly constructed mini-mansions, residents of the three Queens neighborhoods, Borough President Helen Marshall and Council Member James F. Gennaro raised concerns to the City that the zoning was not sufficiently restrictive.

Marine transfer stations cause controversy

Residents of Manhattan’s Upper East Side and Bensonhurst vigorously opposed Sanitation’s proposed sites. Sanitation sought site selection approval to construct four 90,000- square-foot, three-story marine transfer stations on sites formerly used as waste transfer stations or garbage incinerators. In Manhattan, Sanitation sought to reuse the site at East 91st Street and the East River, which had contained a waste transfer station until 1999. New Zoning Approved for Four Bronx Neighborhoods

Central Riverdale, Spuyten Duyvil, Van Cortlandt Village and Throgs Neck down-zoned. On September 28, 2004, the City Council approved four major Bronx down-zonings.

In Central Riverdale and Spuyten Duyvil, the Council rezoned a 30-block area to restrict any new buildings’ height to six and seven stories rather than the 14 stories previously permitted. Currently, 92 percent of the neighborhoods’ buildings are under seven stories.
