The Center for New York City and State Law is partnering with the Real Estate Board of New York (REBNY) to provide a monthly report tracking relevant hearings, votes, and approvals for new housing — also known as residential dwelling units — from the City Planning Commission and City Council. This report — and each monthly report to follow — is based on unique data tracking by REBNY of projects that are in the city’s Uniform Land Use Review Procedure, or ULURP, which involves several steps of review and approvals by city government and government-adjacent bodies.
ULURP typically begins with a project proposal’s certification by the City Planning Commission, which launches the public review process. The application is then reviewed by the relevant community board for up to 60 days, then by the borough president for up to 30 days, and both issue advisory opinions. The City Planning Commission then must hold a hearing and a vote on the application within 60 days. If the Commission approves the proposal, it moves on to the City Council, which must hold a public hearing and vote within 50 days for most types of applications, but may make certain modifications to the proposal that need to be returned to the City Planning Commission for approval. All other decisions by the City Council are final but the Mayor can veto approval, although that is very rare.

For August 2026, the City Planning Commission approved a total of 1,975 proposed residential units and certified six new projects to begin the public review process. The City Council approved a total of 250 proposed residential units and approved two projects with modifications to be reviewed by the City Planning Commission. The Council modifications resulted in a total loss of eight dwelling units, including two affordable units, from what had been approved by the Planning Commission. Given August is typically a slow month for city government, the City Council is expected to vote on many more potential new housing units in September.
Through August, 6,732 new residential units have been approved through ULURP in 2026.
For all of 2025, there were 9,233 units approved. For all of 2024, it was 5,724. And for all of 2023, there were just 2,562 residential units approved through ULURP.
Currently, there are 10,955 units in the ULURP process, including projects that are noticed but not yet certified, and projects in active review. This does not include units from filed projects, or ones that were already approved by the Council.

Sojourner Truth – Mapes Rezoning (BxCB06, Council District 15) – to allow the development of two new 14- and 16-story buildings containing ~457 income-restricted units. The Application was Approved at the 8/12 City Planning Commission Public Meeting.
Fort Hamilton Mews Rezoning (BkCB10, Council District 47) – to allow a new 11-story mixed-use building containing ~292 dwelling units and ground floor community facility and commercial spaces. The Application was Approved at the 8/12 City Planning Commission Public Meeting.
69-67 108th Street Rezoning (QnCB06, Council District 29) – to facilitate the development of a new 11-story mixed-use building containing ~59 dwelling units and ground floor commercial space. The Application was Approved at the 8/12 City Planning Commission Public Meeting.
289 Kent Avenue Rezoning (BkCB01, Council District 33) – to facilitate the development of a new 18-story mixed-use building containing ~278 dwelling units and ground floor commercial space. The Application was Approved at the 8/12 City Planning Commission Public Meeting.
50-20 108th Street Rezoning (QnCB04, Council District 21) – to enable the development of two new seven-story buildings containing ~196 dwelling units and commercial and community facility spaces. The Application was Approved at the 8/13 City Council Stated Meeting.
63-02 Fresh Pond Road Rezoning (QnCB05, Council District 30) – to allow the development of a new seven-story mixed-use building containing ~54 dwelling units and ground floor retail space. The Application was Approved at the 8/13 City Council Stated Meeting.
Park Avenue Brooklyn Rezoning (BkCB03, Council District 33) – to facilitate a new community facility and residential developments containing ~391 dwelling units and educational facilities. The Application was Approved at the 8/24 City Planning Commission Special Review Session.
200 Kent Avenue Rezoning (BkCB01, Council District 33) – to allow the conversion and expansion of an existing five-story commercial building to a 14-story mixed-use development containing ~143 dwelling units and commercial retail space. The Application was Approved with modifications and referred to CPC at the 8/12 Subcommittee on Zoning and Franchises Meeting, 8/13 Committee on Land Use Meeting, and 8/13 City Council Stated Meeting. The City Council modification was Approved at the 8/24 City Planning Commission Review Session.
47-03 108th Street Rezoning (QnCB04, Council District 21) – to facilitate a new 13-story mixed-use development containing ~91 dwelling units including commercial and community facility space. The Application was Approved with modifications and referred to CPC at the 8/12 Subcommittee on Zoning and Franchises Meeting, 8/13 Committee on Land Use Meeting, and 8/13 City Council Stated Meeting. The City Council modification was Approved at the 8/24 City Planning Commission Review Session. The City Council modification will result in a reduction of 8 total dwelling units, 2 of which would be income restricted.
135-27 Sapphire Street Rezoning (QnCB10, Council District 32) – to enable the development of a new six-story residential building containing ~268 dwelling units. The Application was Approved at the 8/26 City Planning Commission Public Meeting.
