    421-a Benefits Suspended for Failure to Comply

    Property owners face 421-a suspension for failure to submit Final Certificates of Eligibility. On March 9, 2018, Housing Preservation and Development Commissioner Maria Torres-Springer and Department of Finance Commissioner Jacques Jiha announced the suspension of 421-a benefits to more than 1,700 property owners. The decision to suspend benefits is part of the Housing Preservation and Development and Department of Finance’s initiative to ensure that properties comply with the 421-a application rules. Currently, there is a total of 11,022 apartments that are not in compliance with 421-a rules. These owners’ 421-a benefits represent $66 million in tax revenue for 2018. (read more…)

    Fair Housing Planning Process To Put a Lens On Residential Segregation

    A new comprehensive process will seek to understand and address discrimination, residential segregation, and unequal access to opportunities through studies and community collaboration. On March 9, 2018, the Department of Housing Preservation & Development announced the launch of “Where We Live NYC” in partnership with the New York City Housing Authority. Where We Live NYC is a comprehensive fair housing planning process to study, understand, and address patterns of residential segregation and how these patterns impact New Yorkers’ access to opportunities like jobs, education, safety, public transit, and positive health outcomes.     Public Advocate’s Bill Creates a Centralized Database on the City’s Landlords

    New Yorkers will now have access to detailed information on individual landlords in the City. On December 19, 2017, Public Advocate Letitia James’s legislation to create a centralized database on New York City’s landlords was passed unanimously in the New York City Council. (read more…)

    The Public Advocate’s Annual “Worst Landlords Watchlist” is Released

    100 of New York City’s landlords are put on the “Worst Landlords Watchlist” of 2017. On November 14, 2017, Public Advocate Letitia James released the annual “Worst Landlords Watchlist”, a database started by then Public Advocate Bill de Blasio to allow residents, advocates, public officials and other individuals to identify which buildings and property owners who are consistently in violation of the law and hold those landlords accountable.

    City Planning Holds Thirteen-Hour Hearing on Citywide Affordable Housing Proposals

    CPC held the hearing at the National Museum of the American Indian in an attempt to accommodate the large number of guests, however an overflow of testifiers waited on lines outside as the hearing began. On December 16, 2015, the City Planning Commission held a public hearing on Mayor Bill de Blasio’s Mandatory Inclusionary Housing, and Zoning for Quality and Affordability proposals, which are two components of the Mayor’s Housing: New York plan. The public hearing was the latest step in the review process for these two plans, and followed up on the Citywide Community Boards’ votes from last month.

    At the CityLaw Breakfast on November 13, 2015 Commissioner Vicki Been outlined the de Blasio Administration’s recent actions and efforts to advance a coherent and far reaching housing policy for New York City, one that provides more affordable housing for low-income and working-class New Yorkers, strengthens neighborhoods, and at the same time protects those residents who are already benefiting from and have a continued need for affordable housing.
