    The 25th Annual Citywide Seminar on Ethics in City Government: Tradition and Change

    This year marks the Silver Anniversary of this successful collaboration between the Conflicts of Interest Board and the Center for New York City Law at New York Law School.  It also marks a time of tremendous change at the Conflicts of Interest Board, including several new legal mandates and a significant number of new Board rules. Accordingly, this year’s conference is devoted to enriching participants’ understanding of the recent changes that have taken place and some of the changes yet to come.

     

    Due to an anticipated high level of interest, we are offering this Seminar on two separate dates (May 23rd and May 29th). When registering please choose which date you wish to attend.

    The Impact of the 2016 Amendments to the Ethics Laws

    jcope-seal-cover-artOn August 24, 2016, Governor Andrew Cuomo signed Chapter 286 of the Laws of 2016 which amends the State’s ethics laws. The legislation is not a transformational game changer in the ethics arena, but does make significant changes in the State’s laws. The new law vests the Attorney General with authority to disclose sources of funding for various not-for-profit entities, expands the disclosure of all sources of funding by those engaging in lobbying, and codifies certain process rights that could have a profound impact on the ethics climate in New York State.

    The amendments will impact how the Joint Commission on Public Ethics (JCOPE) regulates lobbying and public ethics. This article examines fundamental changes to the Public Officers Law, Legislative Law (Lobbying Act), and Executive Law and their impact on the regulation of public ethics in New York State especially by JCOPE.     U.S. Attorney Bharara Teaches the State a Civics Lesson

    The stunning 79-page federal complaint and arrest of Joseph Percoco and seven others by United States Attorney Preet Bharara focused on bribery and extortion, but the complaint also revealed a callous disregard of State conflicts of interest and procurement rules.
