    City Launches Landlord-Tenant Mediation Project for Housing Security

    The Community Dispute Resolution Centers will be available in all five boroughs. On July 21, 2020, Mayor de Blasio and the Taskforce on Racial Inclusion and Equity announced the start of a new mediation program for small landlords and tenants across the City. The Citywide Landlord-Tenant Mediation Project will provide both parties with an opportunity to resolve rent-related disputes outside of the housing court system to prevent evictions during the pandemic.     On July 30, 2020, NYC DOT Commissioner Polly Trottenberg spoke at the 167th CityLaw Breakfast. Professor Ross Sandler, Director of the Center for New York City Law gave opening remarks and Dean Anthony W. Crowell gave closing remarks. This Breakfast was sponsored by ConEdison, Greenberg Traurig, and Verizon. Commissioner Trottenberg spoke on “NYCDOT & COVID-19: Response Challenges, Recovery Opportunities.” As in-person events are not feasible at this time due to the COVID-19 pandemic, this was the first virtual CityLaw Breakfast in the Center’s history.     Mayor Expands Outdoor Dining Through October 31st

    The program will allow for outdoor dining until October 31st. As part of the City’s efforts to reopen and protect New Yorkers during the COVID-19 pandemic, earlier this month the City announced an expansion of outdoor dining options in connection with the Open Streets program. (read more…)

    City Announces Preliminary Plan for Upcoming School Year

    The City’s plan offers three basic models schools can base their scheduling on to rotate students between in-person and remote learning. On July 8, 2020, Mayor Bill de Blasio and Department of Education Chancellor Richard Carranza announced the City’s preliminary plan to reopen public schools in September. Due to the COVID-19 pandemic, schools have physically been closed since mid-March and operated remotely for the remainder of the school year. The “blended learning” approach will allow for students to rotate in groups to have both in-person and remote instruction every week. (read more…)

    Comptroller’s Report Reveals COVID-19 Impact on Minority- and Women- Owned Businesses

    Eighty-five percent of the survey respondents expect to go out of business within six months. On July 10, 2020, New York City Comptroller Scott M. Stringer released a comprehensive analysis of the economic hardships minority and women-owned enterprises (M/WBEs) are facing during the COVID-19 pandemic. In response to the survey findings, Comptroller Stringer announced new accountability measures to ensure the City is meeting its M/WBE goals. (read more…)

    NYC Officially Enters Phase 4 of Reopening

    New York City becomes final region in state to reach Phase 4 of reopening. On July 20, 2020, New York City officially entered a modified Phase 4 of the State’s reopening plan. Phase 4 in New York City marks the final stage of the State’s plan but should not be understood to mean that all industries, businesses and practices are back to pre-COVID-19 operations. Phase 4 industries include low-risk outdoor arts and entertainment, professional sports with no spectators, and media production like movies, music and television productions. Low-risk outdoor venues include zoos and botanical gardens, which are required to operate at no greater than a thirty-three percent capacity.
