Russ has worked with municipal housing authorities across the country, including in Chicago, Philadelphia, and Minneapolis. On June 18, 2019, Mayor Bill de Blasio and U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson announced Gregory Russ as the new Chair of the New York City Housing Authority (NYCHA). The national search for a new chair began in January after an agreement was made between NYCHA, HUD and the Southern District of New York (SDNY). Under the agreement, a federal monitor was appointed to supervise the reform of NYCHA’s operations. The agreement resolved federal claims against NYCHA for violating health and safety regulations. La Rocca will head the agency responsible for nearly 1.1 million buildings and over 45,000 active construction sites in New York City. On May 6, 2019, Mayor Bill de Blasio announced that Melanie La Rocca will be the new Commissioner of the Department of Buildings. La Rocca will begin on June 3rd. (read more…)

Carroll previously worked with HPD on housing incentives. On May 2, 2019, Mayor Bill de Blasio announced Louise Carroll as the new Commissioner of the Department of Housing Preservation and Development. Carroll, whose career in public service includes prior work with HPD to protect tenants, will work on preservation to avoid tenant displacement and work with the Mayor’s Office to Protect Tenants.
