    The Redistricting Schedule

    On November 2, 2021, New York State voters will be asked to approve a constitutional amendment revising the redistricting process to be based on the 2020 census. If the constitutional amendment is approved, the changes will take effect on January 1, 2022. This amendment is necessary to address delays in the census created by the pandemic and to accommodate New York State’s change from a September primary to an earlier June primary for both federal and state elections. These changes compressed the time needed to complete the redistricting. Without these changes, it is possible that the new districts will not be ready in time for the political process to function.     City Planning Approves Rockaway Beach Rezoning for Mixed-Use Buildings to Create a Gym

    The proposed rezoning will allow for the facilitation of a new physical cultural establishment and the promotion of vibrancy and public engagement. On July 28, 2021, the City Planning Commission approved a zoning map amendment proposed by Beach 116th Associates LLC to facilitate the development of a gym located at 133 Beach 116th Street in Rockaway Beach. To facilitate the creation of the gym, the applicant requested a zoning map amendment to change the present residential district that allows for a local retail space to a residential area that allows for more diverse businesses like gyms, theatres, and more.     City Planning Holds Public Hearing on 100% Affordable Mixed-Use Development in Brooklyn

    The proposed mixed-use development looks to activate vacant land near the Halsey Street Subway station. On August 17, 2020, the City Planning Commission held a remote public hearing on a City application that would facilitate the construction of an eight-story mixed use development in the Ocean Hill neighborhood of Brooklyn. The site is currently a vacant, trapezoidal block situated mainly along Broadway to the northeast, Hancock Street to the southeast, and Saratoga Ave to the west. The site is directly across from a raised subway platform and the Halsey Street subway station that serves the J/Z subway line. The Department of Housing Preservation and Development and the Department of Citywide Administrative Services brought the application on behalf of the City.

    Mapping the New Senate, Assembly & Congressional Districts

    New York State in 2021 must redraw the State’s senate, assembly and congressional districts. The process will be different from the process used to draw legislative and congressional district lines in the past. Previously, the State legislature redrew the districts for its own members and for the State’s congressional members.  After years of efforts to reform a process seen as too self-interested, New York State voters in 2014 approved an amendment to the State constitution that created a  new Redistricting Commission that will propose new district lines to the legislature. The legislature still gets the last word, but the commission process opens the redistricting process up, provides an outside entity to act as the initial proposer, and adds guidelines for map design for fairness.     City Planning Hears Application for Major Development Across the Street from Essex Crossing

    New development on Lower East Side set to transform the entire Broome Street corridor. On December 4, 2019, the City Planning Commission heard an application by Go Broome LLC and the Chinatown Planning Council HDFC to rezone and develop a large-scale, mixed-use development on the Lower East Side. The proposed development includes mixed-income housing, affordable senior housing, program and office space for the Chinese American Planning Council, congregation space for the landmarked Beth Hamedrash Hagodol Synagogue, and commercial retail space.
