    Landmarks Calendars Three Sites Amid Launch of Equity Framework

    The Equity Framework aims to increase diversity in New York’s landmarks and work within the Landmarks Preservation Commission. On January 19, 2021, the Landmarks Preservation Commission voted to calendar three sites for designation as part of the agency’s launch of an equity framework designed to better represent New York City’s diversity and underrepresented populations. The three sites calendared for proposed designation are the Conference House Park Archeological Site in Tottenville, Staten Island, the Holyrood Episcopal Church-Iglesia Santa Cruz in Washington Heights, Manhattan, and 70 Fifth Avenue in Manhattan. They are all cultural or historic sites that represent different populations across New York’s history. (more…)

    Appellate Division Provides Major Win for Two Bridges Developers

    Two Bridges development gets Appellate Division ruling but two lawsuits remain pending. On August 27, 2020, the First Department’s Appellate Division unanimously ruled in favor of a Lower East Side development that would consist of four towers, 11,000 square feet of retail, and over 2,700 residential units. Of the 2,700 residential units, approximately 700 units will be dedicated to affordable housing and 200 units will be set aside for senior housing. The project’s development group includes JDS Development Group, L+M Development Partners, CIM Group, and Starrett Development. The development’s challengers are the New York City Council and Manhattan Borough President Gale Brewer.

    Fines mitigated when violation cured

    Homeowner parked construction vehicles, unlicensed cars and construction material in residential district. Rachel Masica parked in the driveway of her residence at 316 Bement Avenue, Staten Island, a commercial dump truck, two Volkswagens without license plates, and, on the front lawn, a trailer. Masica stored a backhoe in her backyard under a tent, along with construction material, combustible wood, ladders, plywood, heavy-duty construction equipment, ladders, and wood planks. The Department of Buildings charged Masica with two Class 2, major violations, one for violating parking regulations in a residential district and the other for maintaining illegal uses in a residential district.     City Planning Commission Resumes Hearings

    The full ULURP process will resume on September 14th. On August 3, 2020, the City Planning Commission resumed hearings for the first time since March 16th. Hearings had been postponed due to the COVID-19 pandemic after Mayor Bill de Blasio signed an executive order halting the ULURP process which allowed the City Planning Commission to cancel its meetings. While other agencies started resuming public hearings virtually in June and July, the City Planning Commission has been a notable holdout until now.     Landmarks Votes to Designate Manida Street HD

    The designation created the 150th historic district in New York City. On June 23, 2020, the Landmarks Preservation Commission voted to create the Manida Street Historic District in the Hunts Point section of the Bronx. The designation followed support from local residents, community activists, and elected officials who wanted to preserve 42 semi-detached brick houses along Manida Street from Garrison to Lafayette Avenues.  (more…)
