On April 14, 2022, Public Advocate Jumaane D. Williams, along with Council Members Rafael Salamanca, Tiffany Cabán, Althea Stevens, Shahana Hanif, Diana Ayala, Julie Won, Lincoln Restler, Shekar Krishnan and Crystal Hudson, introduced a first-of-its-kind Homeless Bill of Rights at the City Council stated hearing. The legislation, called Int. 190, would codify rights of homeless individuals living within and outside of the City’s shelter system in a Homeless Bill of Rights. (more…)

The bill of rights provides tenants with necessary rights and information to help them maintain their housing. On December 9, 2021, the City Council voted to approve two bills related to supportive housing. Supportive housing is a form of affordable housing with on-site social and supportive services targeted primarily at formerly homeless households. The bills, both sponsored by Council Member Stephen Levin, create a supportive housing tenants’ bill of rights and require the Department of Social Services to report on the statistics on the eligibility and placements in supportive housing. Advocates highlighted the public health and equity issues New Yorkers face when struggling to find a public restroom. On Wednesday, June 28th, the City Council’s Committee on Transportation and Infrastructure held a hearing on a bill which would be the first step in expanding the number of available public bathrooms in New York City. The bill, Int. 258-2022, would require the Departments of Transportation and Parks to collaborate on a report identifying at least one location for a new public bathroom in each zip code. The report would be completed by June 1, 2023. The bill was introduced in April by its lead sponsor, Council Member Rita Joseph. (more…)

The three bills provide transparency and protections for people seeking rental assistance. On October 29, 2020, the City Council voted to approve three rental assistance bills that would address income discrimination and provide more transparency in the rental assistance application process. Testimonies at the public hearing revealed concerns about the two bills and their impact on the City’s tenants and landlords. On April 28, 2020, the City Council Committee on Housing and Buildings, and Committee on Consumer Affairs and Business Licensing held a joint public hearing on two bills that will provide protection to residential and commercial tenants who are financially impacted by COVID-19. Introduction 1912, sponsored by Council Speaker Corey Johnson, will prohibit court marshals and sheriffs from enforcing evictions and collecting debt for one month after the federal and state moratoriums on evictions are lifted. Introduction 1936, sponsored by Council Member Ritchie Torres, will make it illegal to harass a tenant based on how they were impacted by COVID-19. The bills were proposed to provide financial relief to tenants who have faced COVID-19 related economic losses and to prevent an increase of homelessness and displacement after eviction moratoriums are lifted.
