Buildings Announces Return and Expansion of Summer No-Penalty Inspection Program

Buildings has conducted thousands of inspections since the program’s launch in 2005. On June 21, 2023, the Department of Buildings announced the return of the No-Penalty Inspection Program, which offers property owners the opportunity for a free, no-penalty visual inspection of certain parts of their property. The program encourages property owners to take proactive steps in ensuring their property is safe. 

The program runs from now until July 31, 2023. This year, Buildings has expanded the structures and equipment eligible for free inspections through the program. The included structures and equipment include: decks and patios, retaining walls, facades for buildings under six stories tall, business signs, unregistered boilers, and unregistered private elevator devices. 

Property owners can call 311 to request an inspection. During the inspection, Buildings inspectors can give expert opinions on potential repair projects, guidance on applicable legal requirements, and will be available to discuss additional building concerns with property owners. Inspectors can also provide information about how to receive further assistance from Buildings. If any violations are found, inspectors will issue guidance on how to correct the violations and will not issue violations that have associated penalties for a limited time. Property owners will be given the opportunity to correct violations. 

The program was first launched in 2005, and Buildings has performed thousands of inspections through the program, helping property owners citywide make their buildings safer. 

Mayor Eric Adams stated, “The expanded Summer No-Penalty Inspection Program is a perfect example of our administration’s commitment to cutting red tape and prioritizing the safety of New Yorkers. With this program, we are proactively addressing issues and working collaboratively to provide support to building owners who want to do things the right way. And this expansion will allow us to keep more New Yorkers safe.”

Buildings Commissioner Jimmy Oddo stated, “Regular building maintenance is key to preventing costly accidents, and is essential to keeping New York families safe. DOB’s No-Penalty Inspection Program is perfect for the building owner who wants to make home or business repairs, but don’t know how to get started. Upon request, we will send an experienced DOB inspector to help you get a better understanding of the condition of your property, and the steps needed to keep them in good repair.”
