    Bronx Borough President Issues Proposal to Preserve Preferential Rent Housing

    Borough President Diaz proposes new policy to prevent homelessness and displacement of tenants of preferential rent units. On December 13, 2018, Bronx Borough President Ruben Diaz, Jr. issued a report titled “The Preferential Rent Crisis in New York City.” The report examines the scope of the preferential rent issue in all five boroughs and the risk tenants of preferential rent apartments face should landlords increase their rents to the legal registered rent for those units. The report argues that it would cost the City billions of dollars to respond to such an occurrence, as over 145,000 families could end up homeless if all preferential rents were increased at once. To prevent such drastic spending by the City, the Borough President Diaz recommends a solution that will help preferential rent tenants remain in their homes, while making it worthwhile for landlords to continue charging preferential rents.     City Announces Plans To Replace Rikers Island

    New borough-based detention facilities will provide on-site support services. On August 15, 2018, the De Blasio administration announced plans for four modern, community-based jails to replace the embattled Rikers Island detention facilities. In 2017, Mayor Bill de Blasio announced plans to close Rikers Island. (more…)

    $200 Million for New Boilers and Heating Systems Upgrade For NYCHA Developments

    A $200 million investment will be used to replace boilers and upgrade heating systems at 20 NYCHA developments. On January 31, 2018, Mayor de Blasio announced the investment aimed at assisting NYCHA developments experiencing chronic outages. The $200 million investment is part of the Mayor’s investment in NYCHA including $2.1 billion in capital infrastructure and $1.6 billion in operating funds. The upgrades are expected to save NYCHA approximately $5 million per year in energy costs. (more…)

    Self-Storage Zoning Text Amendment Considered by 27 Community Boards and Four Borough Presidents

    Process underway for a zoning text amendment to require a City Planning Commission Special Permit for new self-storage facilities within the City’s industrial business zones. In May 2017, the City Planning Commission sent out for consideration, as part of the ULURP process, a proposed zoning text amendment to limit the proliferation of self-storage in Industrial Business Zones. The amendment is currently being considered by the 27 Community Boards that would be affected by the amendment. (more…)
