New Fair Housing Litigation Unit will use “secret shoppers” to test the housing market for discrimination and hold bad actors accountable. On January 7, 2020, the Office of the Mayor released the Where We Live NYC Draft Plan for public review. Where We Live NYC is a comprehensive plan to advance opportunity for New Yorkers by promoting fair housing and undo intentional policies and practices of segregation and inequity. The Draft Plan analyzes the state of the City’s fair housing and lays out a five-year action plan. A new comprehensive process will seek to understand and address discrimination, residential segregation, and unequal access to opportunities through studies and community collaboration. On March 9, 2018, the Department of Housing Preservation & Development announced the launch of “Where We Live NYC” in partnership with the New York City Housing Authority. Where We Live NYC is a comprehensive fair housing planning process to study, understand, and address patterns of residential segregation and how these patterns impact New Yorkers’ access to opportunities like jobs, education, safety, public transit, and positive health outcomes. On November 12, 2020, the New York Mayor’s Office of the Chief Technology Officer, the New York City Economic Development Corporation, the NYC Department of Housing Preservation and Development, the NYC Mayor’s Office to Protect Tenants, and the communities of Inwood and Washington Heights announced the winners and the honorable mentions for the NYC[x] Co-Labs Housing Rights Challenge. This challenge invited innovative and tech-enabled solutions to address the housing rights of New York City’s most vulnerable communities. On August 17, 2020, The New York City Department of Housing Preservation and Development, along with Citi Community Development and Investment, awarded nine community-based organizations over $200,000 to help disabled New Yorkers apply for affordable housing. This assistance is provided through the Department’s Housing Ambassador Program, which connects nearly two million users on Housing Connect with community organizations that assist with the housing application process. Mayor’s affordable housing announcement appears more retrospective than optimistic. On August 5, 2020, The Mayor’s Press Office released a statement touting the amount of affordable housing created in fiscal year 2020. The announcement states that the City preserved 23,520 homes and constructed 6,503 new units, totaling 30,023 affordable City financed homes. More than 50 percent of these homes serve families earning less than $52,000 and 3,600 people received voucher increases to ameliorate income lost from the COVID-19 pandemic.
