    Council Member Cumbo applauds Community Board for involvement in zoning process. On February 12, 2020, the City Council Subcommittee on Zoning and Franchises held a public hearing on EMP Capital Group’s rezoning on the northeast and southeast corners of Grand Ave and Pacific Street in Crown Heights, Brooklyn. The rezoning would facilitate the construction of a nine-story mixed use development on the northeast corner at 979-985 Pacific Street.     Developer Seeks Rezoning to Build Nine-Story Building in Crown Heights [UPDATED]

    Community Board and Borough President in agreement about a slightly smaller zoning designation. On January 8, 2020, the City Planning Commission heard an application by EMP Capital Group to rezone a portion of two blocks fronting on the corner of Grand Avenue and Pacific Street in Crown Heights, Brooklyn. The rezoning would help facilitate the development of a nine-story mixed-use building at 979-985 Pacific Street. The applicant is represented by Richard Lobel of Sheldon Lobel P.C.

    Supreme Court Judge Finds Inwood Rezoning in Violation of SEQRA

    City expected to appeal Judge’s decision invalidating the Inwood Rezoning. On December 10, 2019, Judge Verna L. Saunders of the New York State Supreme Court, New York county ruled in favor of the Northern Manhattan is Not For Sale’s Article 78 petition challenging the legality of the Inwood Rezoning. The rezoning was proposed by the city’s Economic Development Corporation and was set to up-zone 59 blocks in the Inwood neighborhood of Manhattan. Approval of the rezoning would permit property owners to build mixed-use commercial and residential developments up to thirty stories tall, where predominantly one to two story-buildings and warehouses previously existed. The plan also included nearly 1,600 new affordable housing units. Northern Manhattan is Not For Sale is an unincorporated association of individuals and organizations alleging the City failed to study the critical impacts of the rezoning before City Council approved the application on August 8, 2018. In large part Northern Manhattan is Not For Sale believes that the rezoning will displace longtime Inwood residents.

    Proposed Rezoning to Bring 330 Affordable Housing Units to Astoria, Queens

    The proposed development would be near Astoria’s waterfront parks and cultural institutions such as the Noguchi Museum. On September 11, 2019, the City Planning Commission voted to approve an application to develop three mixed-use buildings in Astoria, Queens. The project block is bounded by Vernon Boulevard and Broadway to the north, 33rd Road to the south, 11th Street to the east, and 10th Street to the west. The block is currently occupied by a one-story garage and warehouse. The project will include new housing, local retail, food and beverage businesses, and community facilities. Cipico Construction is the project’s applicant.

    Rezoning to Bring 30-Unit Building to Bedford-Stuyvesant

    The rezoning will bring two non-applicant properties into zoning compliance but has the Borough President and City Planning Commission concerned that it will also create an opportunity for out-of-context development. On April 24, 2019, the City Planning Commission voted to approve an application for a proposed six-story residential and ground floor retail building at 2 Howard Avenue in the Bedford-Stuyvesant neighborhood of Brooklyn. To facilitate the project, the applicant is seeking to rezone a portion of Howard Avenue comprised of the applicant’s property and two other properties, from the existing zoning district, R6B/C2-4, which allows for low density residential uses and commercial uses to a C4-4L commercial district that has a higher density residential use allowance. The application would extend the C4-4L commercial district that already exists north of these sites along the Broadway transit corridor over the three properties, better reflecting this area’s existing conditions. As part of the application, the properties would also be designated as Mandatory Inclusionary Housing, with both Options 1 and 2. The application was presented to the City Planning Commission at a public hearing on March 27, 2019, by Lisa Orrantia of Akerman, LLP. (more…)
