    Affordable housing project along the Harlem River OK’d

    Mixed-use project would provide 314 affordable rental units and replace a former welfare intake center. On February 16, 2011, the City Planning Commission approved the Department of Housing Preservation and Development’s proposal to allow L+M Development Partners and Artimus Construction to develop a 314-unit affordable housing project on a City-owned lot between the Harlem River Drive and Park Avenue’s elevated Metro-North railway in East Harlem. The 296,486 sq.ft. project, known as Harlem River Point, would replace a four-story building formerly occupied by a Human Resources Administration welfare intake center. The block is bounded by East 131st Street, Park Avenue, and Harlem River Drive.

    L+M and Artimus would construct three connected buildings ranging in height from three to thirteen stories. The project would provide 2,340 sq.ft. of commercial space, a 3,000 sq.ft. courtyard, and space for a 10,300 sq.ft. day care center. According to HPD, 60 apartments would be available to families earning up to 40 percent of the area median income, 184 units would be available to families earning up to 60 percent of the area median income, and 70 units would be set aside for families earning between 80 and 130 percent of the area median income. HPD requested permission to dispose of the City-owned site and to rezone the block from R7-2 to R8 with a C2-4 commercial overlay. (more…)

    Energy-efficient affordable housing approved

    Brooklyn apartment building will comply with “Passive House” standards designed to dramatically reduce energy costs. On April 29, 2010, the City Council approved the Department of Housing Preservation and Development’s proposal to allow the Ridgewood Bushwick Senior Citizens Council to build an energy-efficient, affordable apartment building at 803 Knickerbocker Avenue in Bushwick, Brooklyn. The six-story building, known as Knickerbocker Commons, will provide 24 dwelling units, affordable to households earning between 30 and 60 percent of area median income; a senior citizen center; recreation space; and seven parking spaces

    The project, designed by architect Chris Benedict, will be the country’s first apartment building to conform to the strict “Passive House” design standards created in Germany and expected to be adopted by the European Union in the near future. (more…)

    Developers Must Set Aside Affordable Retail Space in City-Funded Developments

    The law will help provide more opportunities for small businesses to remain in the City. On February 23, 2020, Introduction 1408-B was enacted into Local Law 35 of 2020. Introduction 1408-B requires developers to set aside affordable retail space for non-chain retailers within large City-funded affordable housing developments. The requirement will apply to certain affordable housing developments of at least 750,000 square feet that receive $15 million or more in City funds. The law, sponsored by Council Member Rafael Espinal, Jr., was proposed in response to the challenges local retailers face to remain in the City such as the recent increases in retail space rent and competition from chain stores.

    Expecting to Meet Goals Two Years Ahead of Schedule, Mayor de Blasio Expands the Housing Plan Objectives

    The de Blasio administration increases goal to building and preserving 300,000 affordable units by 2026. On October 24, 2017, Mayor Bill de Blasio announced that the administration is on track with meeting the goal of 200,000 units and is expected to meet the goal by 2022, two years ahead of the 2014 plan’s original date. Using the City’s new tools, programs and funding, the City will work to secure 25,000 affordable units annually by 2021. With the new annual goal in place, the Mayor announced a new goal of building and preserving 300,000 affordable units by 2026, adding 100,000 additional units to his original goal.

    City Council Hears Testimony on Inclusionary Housing Transparency

    City Council Committee heard testimony on legislation to codify reporting requirements for the Department of Housing Preservation and Development regarding inclusionary housing and affordable units. On June 19, 2017, the City Council’s Committee on Housing and Building held a hearing on a package of five bills. Four of the bills concerned the Department of Housing Preservation and Development’s reporting requirements for affordable housing developments. The fifth bill concerned the definition of residency in the City’s lead abatement law. (more…)
