Rules Add Pest Management Duties
HPD adopted rules compelling owners to remediate indoor allergen hazards. The Department of Housing Preservation and Development adopted rules to require owners of multiple dwellings to investigate for and remediate indoor allergen hazards such as mold, cockroaches, mice, and rats. The new rules, which implement Local Law 55 of 2018, establish work practices for pest remediation, standards for tenant notifications, and procedures for submitting certifications of remediation and requesting extensions of time to correct violations.
HPD Adopts Amendments to Mitchell-Lama Rules
New rules address transferability of applications, preferences for veterans, and more. On November 25, 2014 the Department of Housing Preservation and Development formally adopted amendments to the rules governing city-aided limited-profit housing companies, commonly referred to as the Mitchell-Lama program. A public hearing on the proposed changes was held on November 6, 2013 and public comments were received by HPD through November 30, 2013.

City Officials Agree to Tougher 421-a Enforcement
The City Council, Public Advocate and administration officials agree that new measures should be taken to ensure 421-a compliance, proposed legislation is a good start. On November 22, 2016, the City Council’s Committee on Housing and Buildings and Committee on Finance held a joint hearing on the City’s enforcement of 421-a requirements. The meeting also served as a public hearing for three proposed bills to strengthen enforcement efforts.
City Planning Commission Approves Modified Affordable Housing Proposals
Despite expressing broad support for proposals, City Planning calls on City Council to make further modifications.
