    Three Affordable Housing Projects Approved by Land Use Committee with Measured Disapproval

    The City Council’s Land Use Committee approved three projects in Brooklyn with varying forms and degrees of affordable housing. On April 20, 2017, the Land Use Committee voted to approve three new projects with some dissent registered. During the meeting, Council Member Jumaane Williams remarked that as a body the City Council was presenting two faces. One face to the public in discussing homelessness and affordable housing, and another face when voting on projects “that do nothing to help homelessness or provide real affordability.” He argued that the public would be outraged if it really knew what types of projects were being approved by the City Council.     City Council Subcommittee Holds Hearing on Mayor’s Mandatory Inclusionary Housing Proposal

    Hard-hitting questions from several Council members explored ways affordable housing could be provided at deeper levels of affordability.  On February 9, 2016, the City Council Subcommittee on Zoning and Franchises held a public hearing on Mayor Bill de Blasio’s Mandatory Inclusionary Housing proposal.  The hearing was held in the City Council Chambers in City Hall to accommodate the capacity audience.

    New Programs aimed to Help First-time Homeowners

    Plan anticipates creating or preserving 20,000 homeownership opportunities by 2026. On December 11, 2017, Mayor Bill de Blasio announced two new programs, Open Door, which aids first-time homeowners buy a condo or coop, and HomeFix, which helps New Yorkers make capital improvements to their homes. These two programs will reach at least 2,100 households in eight years. These programs are part of the Mayor’s 300,000 affordable housing plan. (more…)

    Committee Hears Testimony from DOB on 21 Pieces of Construction Safety Legislation

    Housing Committee hears testimony on 21 pieces of legislation to address 30 deaths at construction sites in past two years, including requiring apprenticeship training citywide. On January 31, 2017, the City Council’s Committee on Housing and Buildings heard testimony on a large package of bills concerning construction safety in New York City. Chair Jumaane Williams began the eight-hour long hearing by reading the names of the 30 workers that lost their lives in construction accidents in the past two years. Twenty-one pieces of legislation were on the Committee’s calendar to consider. (more…)

    New Bill by Council Member Gentile Takes Aim at Illegal Home Conversions

    Proposal imposes steep fines on bad actors, and helps Buildings inspectors gain premises access. On June 21, 2016, New York City Council Members Vincent J. Gentile, Jumaane D. Williams, and Barry S. Grodenchik introduced legislation that would impose high penalties on bad actor landlords and equip the Department of Buildings with means to gain entry into suspected illegal conversion sites. This bill was developed with the support of Brooklyn Borough President Eric Adams, after a November 2014 fire in an illegal unit above a Flatbush church killed an individual and injured 16 others, destroying the building.
