    City Council Appoints New Leadership to Committee on Land Use

    The New Year brought new leadership to City Council committees and subcommittees. On January 11, 2018, new City Council Speaker Corey Johnson, announced the New York City Council committee chairs and leadership. City Council has 35 standing committees, which including the Committee on Land Use and Committee on Housing and Buildings.

    City Council Approves Downtown Far Rockaway Rezoning

    City Council approved a 22-block rezoning of Downtown Far Rockaway, Queens. On September 7, 2017, the City Council approved a large-scale rezoning and development plan for Downtown Far Rockaway by a vote of 46-0. The resolutions will create a Special Downtown Far Rockaway district, a Mandatory Inclusionary Housing area, and an Urban Renewal Area. $288 million has been secured to grant amenities this community has been requesting for over 40 years.     Affordable Housing Law Upheld

    Association of developers and contractors of affordable housing claimed that local law on prequalification and disclosure violated their constitutional rights. On September 24, 2012, the City Council passed Local Law 44, which required the Department of Housing Preservation and Development to create a public website disclosing the scope and location of publicly-funded affordable housing projects as well as complaints about developers, contractors and subcontractors involved in the project. The website must also list which developers, contractors and subcontractors were designated “prequalified” or “disqualified” along with the selection criteria for the designation. A participating developer, contractor and subcontractor must provide quarterly salary reports if it has an annual gross revenue of at least $2.5 million or it is a principal owner of another entity and together have an aggregate annual gross revenue of at least $2.5 million. The failure to provide the quarterly reports disqualified the developer, contractor or subcontractor from being designated as prequalified. (more…)

    City Council Hears Testimony on Mayor de Blasio’s East New York Rezoning Proposal

    Council Members expressed concern-ridden comments on the proposal’s plans for neighborhood job programs and the proposed housing’s lack of deep affordability levels.  On March 7, 2016, the New York City Council Subcommittee on Zoning and Franchises held a public hearing on the East New York Community Plan. If approved, the Plan would make East New York, and portions of Cypress Hills and Ocean Hill, located in Brooklyn, the first area to be rezoned under Mayor Bill de Blasio’s Housing New York plan.

    Community Engagement Begins for 86th Street Area BID Formation

    The proposed Business Improvement District would be the 73rd BID established in New York City.  On November 6, 2015, City Council member Ben Kallos issued a press release regarding the launch of a push to create a Business Improvement District on East 86th Street in Manhattan.  The press release notes that a “District Needs Survey” was mailed out to community businesses, residents, and property owners last week.
