Commissioners raised early questions about implementation and funding issues. On January 30, 2023, the City Planning Commission held a review session and overview discussion for the proposed Zoning for Carbon Neutrality amendment, one of the three City of Yes amendments proposed by Mayor Eric Adams last year. The Zoning for Carbon Neutrality amendment aims to reduce or eliminate unnecessary restrictions within the zoning text that inhibit a developer or building owner from using sustainable technology and design in their properties. While the official text of the amendment is not finished at this time, this hearing provided an overview about the goals of the amendment and highlighted common issues to be addressed by the amendment. On Wednesday, June 1, Mayor Eric Adams outlined his, “City of Yes” initiative. This initiative is the next phase of his, “Rebuild, Renew, Reinvent,” plan to stimulate recovery from the COVID-19 pandemic. “City of Yes,” is built around a series of three as-yet-unwritten zoning text amendments to modernize and simplify zoning resolutions to encourage business growth, stimulate housing creation, and reduce the city’s carbon footprint. The proposed rezoning will allow for the facilitation of a new physical cultural establishment and the promotion of vibrancy and public engagement. On July 28, 2021, the City Planning Commission approved a zoning map amendment proposed by Beach 116th Associates LLC to facilitate the development of a gym located at 133 Beach 116th Street in Rockaway Beach. To facilitate the creation of the gym, the applicant requested a zoning map amendment to change the present residential district that allows for a local retail space to a residential area that allows for more diverse businesses like gyms, theatres, and more. Hotel special permitting fails to address other types of development in the Union Square South area. On January 22, 2020, the City Planning Commission held a public hearing on an application by the Department of City Planning for an expansion of the Special Union Square District, and the establishment of a special permit requirement for new hotel development in the expansion area.

Major World strives for residential development on Northern Boulevard. On September 25, 2019, City Planning unanimously approved an application to rezone the property located at 44-01 Northern Boulevard in Long Island City, Queens. The applicant, 44-01 Northern Boulevard, LLC (also known as Major World), seeks to change the zoning from a manufacturing district to allow for a ten-story mixed-use residential development. The site is currently an Auto World sales site, showroom and garage.
