One year ago, in January 2020, the Expert Panel assigned by Mayor Bill de Blasio to study the Brooklyn-Queens Expressway issued its Final Report. Mayor de Blasio in 2019 appointed the seventeen-person Expert Panel* of which I was a member, following the angry rejection of New York City DOT’s plan for reconstructing the section of the BQE adjacent to Brooklyn Heights, Dumbo and Downtown Brooklyn. The proposed mixed-use development looks to activate vacant land near the Halsey Street Subway station. On August 17, 2020, the City Planning Commission held a remote public hearing on a City application that would facilitate the construction of an eight-story mixed use development in the Ocean Hill neighborhood of Brooklyn. The site is currently a vacant, trapezoidal block situated mainly along Broadway to the northeast, Hancock Street to the southeast, and Saratoga Ave to the west. The site is directly across from a raised subway platform and the Halsey Street subway station that serves the J/Z subway line. The Department of Housing Preservation and Development and the Department of Citywide Administrative Services brought the application on behalf of the City.

The proposed building design features elements that are characteristic to the historic district such as triangular pediments and fluted pilasters and brackets. On February 4, 2020, the Landmarks Preservation Commission voted to approve, with modifications, a Certificate of Appropriateness to construct a new three-story, two-family residential row house on a vacant lot located at 1511 Pacific Street within the Crown Heights North III Historic District, Brooklyn. The lot is located on the north side of Pacific Street and bounded by Kingston Street to the west and Albany Avenue to the east. It is located between a four-story brick building on 1509 Pacific Street and a two-story stucco building on 1513 Pacific Street.

The proposed building features a ground floor garage that is modeled off of storefronts in the historic district. On January 14, 2020, the Landmarks Preservation Commission held a public hearing for a Certificate of Appropriateness to construct a new four-story residential building on a partially vacant L-shaped lot on Middagh Street, located within the Brooklyn Heights Historic District. The short part of the lot fronts Middagh Street to north and the long part of the lot extends into the rear yard. Currently, there is a three-story residential building, 56 Middagh Street, on the east end of the short part of the lot. There is a 25’ by 25’ foot vacant space currently used as parking located between 56 Middagh Street and a one-story garage that belongs to 45 Hicks Street. The proposed building will be built on this space. Both the existing adjacent building and the proposed building will have the same owner.

Update Front Rendering of 27 Cranberry Street Image Credit: Landmarks
Formerly approved design seeks re-approval with modifications. On October 8, 2019, the Landmarks Preservation Commission heard an application for a Certificate of Appropriateness, to construct a new three-story, single-family residential building on a vacant lot located at 27 Cranberry Street in Brooklyn. The lot is located on the north side of Cranberry Street, on the middle of the block between Willow Street and Hicks Street. The block consists of primarily three and four-story rowhouses. Directly to the left of the site is a two-story, 200 year old, wooden home. To the right is another three-story rowhouse. The lot is located right in the middle of the Brooklyn Heights Historic District.
