On March 19, 2023 the New York City Council adopted Local Law 43 (2023). The measure was originally introduced as Introduction 886 by Council Member Keith Powers in January 2023. The law extends a freeze on issuing penalties to property owners who are in violation of certain rules that govern accessory signage through January 1, 2025. A previous freeze was already put into place via Local Law 28 (2019) which started June of 2019. (more…)

The waiver of fees relieves an additional burden for property owners already dealing with storm damage. On September 7, 2021, Mayor Bill de Blasio signed Emergency Executive Order 235, which allows the Department of Buildings and Department of Environmental Protection to waive fees associated with various permits or applications that will be needed by property owners for storm damage repair. Seven of the proposed homes did not front on a legally-mapped street. On January 6, 2015 the Board of Standards and Appeals voted to grant the applicant, Block 7092 LLC, a waiver to allow construction of seven residential buildings on an unmapped street. The buildings are part of a development of twenty-four two-story, one- and two-family dwellings and one three-story, two-family home located at the intersection of Turner Street and Crabtree Avenue in Rossville, Staten Island.

BSA found no reasonable return with a conforming use of the property. On December 9, 2014 the Board of Standards and Appeals voted to grant the applicant, 290 Dyckman Properties, LLC, three waivers to allow conversion of a former manufacturing building into a self-storage facility. The building is located at 290 Dyckman Street in Inwood, Manhattan, at the corner of Dyckman Street and Henshaw Street. The building is two stories covering a lot area of 17,287 square feet, with one hundred feet of frontage along Dyckman Street and one hundred sixty-nine feet of frontage along Henshaw Street. The proposal would convert the building to a self-storage facility with 34,529 square feet of floor area and 760 storage units.

BSA permitted construction on a lot covering a mapped but unbuilt portion of Fulton Street. On October 28, 2014 the Board of Standards and Appeals voted to grant the applicant, 92 Henry Fulton LLC, a bulk regulations waiver to allow construction of a proposed seventeen-story mixed residential and commercial building on a vacant lot. The lot is located at 92 Fulton Street in Manhattan’s Financial District, between William Street to the west and Gold Street to the east.
